About the Role

We are seeking a highly skilled Financial Analyst and Policy Specialist to join our team at the New York State Division of the Budget. As a key member of our team, you will be responsible for analyzing and developing policy and fiscal recommendations related to government finance and public policy.

Key Responsibilities
  • Develop In-Depth Knowledge: Develop in-depth knowledge of program areas, including detailed analysis of broader trends, potential impacts on program operations, and collaborating with counterparts to understand agency and program operations, issues, and challenges.
  • Draft Recommendations: Draft recommendations and materials to guide decision-making, including articulating nuanced issues, illustrating trends and projections, and synthesizing data.
  • Manage the State's Financial Plan: Manage the State's Financial Plan, including projecting and monitoring spending trends, identifying challenges, and working with counterparts to mitigate fiscal risks.
  • Analyze and Develop Policy and Fiscal Recommendations: Analyze and develop policy and fiscal recommendations related to government finance and public policy.
  • Track Revenue and Disbursements: Actively track revenue and disbursements for the Opioid Settlement Fund, ensuring compliance with settlement agreements, applicable State, and federal laws, and OSF Advisory Board recommendations.
Requirements
  • Strong Analytical and Problem-Solving Skills: Ability to work both independently and collaboratively with diverse stakeholders, with strong analytical and problem-solving skills.
  • Fluency in Excel Formulas and Functions: Fluency in Excel formulas and functions, and other Microsoft applications.
  • Strong Written, Visual, and Verbal Communication Skills: Strong written, visual, and verbal communication skills, with the ability to communicate clearly and concisely.
  • Ability to Work in a Fast-Paced Environment: Ability to work in a fast-paced environment, with a willingness to learn and adapt to changing circumstances.
