Summary

Under general supervision, the Municipal Code Compliance Officer plays a crucial role in the daily operations of the Code Enforcement Division. This position involves coordinating and conducting inspections to identify and rectify code violations, thereby enhancing the quality of life in both residential neighborhoods and commercial areas. The officer serves as a resource for the public regarding relevant codes, ordinances, and compliance matters. Responsibilities also include reviewing signage plans and performing site inspections to ensure adherence to municipal and state regulations. The officer represents the organization at community events and meetings, promoting awareness of various programs and services.

Key Responsibilities
  • Conduct inspections and follow-up assessments of residential rental properties, including single-family homes, apartments, and short-term rentals. This includes site visits, documenting inspection results in databases, issuing violation notices to property owners, and verifying the resolution of violations.
  • Carry out proactive and complaint-driven inspections across diverse residential and commercial properties, ensuring compliance with city zoning regulations, sign codes, nuisance abatement, housing standards, and other pertinent issues. This may involve securing vacant properties and providing temporary repairs for damaged structures.
  • Assist with Sign Plan Review and conduct on-site inspections of sign installations to ensure compliance with established guidelines.
  • Engage in various administrative tasks to support departmental functions, such as responding to correspondence, addressing inquiries from citizens and other departments, documenting case responses, interpreting ordinances, and preparing case files for review by relevant boards or commissions.
  • Monitor ongoing cases to ensure progress and respond to inquiries from citizens, businesses, and contractors.
  • Prepare reports as necessary.
  • Participate in meetings, committees, and task forces to gather and share information related to code compliance.
  • Provide evidence and testimony in Municipal Court regarding cases, including preparing citations and recommending fines.
  • Assist in developing outreach strategies to engage target audiences and promote community programs and initiatives.
  • May be assigned additional duties related to special events organized by the Town.
  • Perform other related duties as required or assigned.
Minimum Qualifications

Education and Experience:
  • High school diploma or GED equivalent; AND
  • Two (2) years of experience in code compliance; OR
  • An equivalent combination of education, training, and experience.
  • Certification as a Code Enforcement Officer is required or must be obtained within one (1) year of employment.
Conditions of Employment:
  • Valid Texas Driver's License and a safe driving record.
  • Successful completion of a criminal background check and pre-employment drug screening.
Knowledge, Skills, and Abilities:
  • Familiarity with local, state, and federal laws, codes, regulations, and ordinances.
  • Proficiency in conflict resolution techniques.
  • Understanding of records management practices.
  • Ability to enforce city codes and ordinances with fairness, tact, and impartiality while maintaining courteous interactions with the public.
  • Competence in data entry and retrieval using computer systems and software.
  • Skill in interpreting and explaining laws, codes, ordinances, and procedures.
  • Strong customer service orientation.
  • Ability to prioritize and manage multiple tasks effectively.
  • Capacity to build and maintain relationships with colleagues, town officials, residents, property owners, and contractors.
Work Environment

The work is performed in an office setting and throughout the community. The role requires operating a vehicle and may involve exposure to various weather conditions, challenging interactions with the public, and potentially hazardous environments. This is a non-exempt position with a standard schedule of 40 hours per week, Monday through Friday, subject to modification based on departmental needs. Overtime may be required as necessary.
