GENERAL STATEMENT OF DUTIES:
This position involves providing professional oversight within a secure juvenile facility characterized by its challenging and intricate environment. The role includes offering counseling, stabilization, and support to young individuals facing behavioral and mental health difficulties. This classification requires the application of independent judgment and decision-making skills to supervise youth offenders during their daily activities within the Juvenile Corrections Division.

SUPERVISION RECEIVED:
Operates under the guidance of the Juvenile Corrections Manager and Supervisor, who assign tasks, set objectives, and evaluate performance to ensure compliance with established standards and regulations.

SUPERVISION EXERCISED:
While this role does not entail direct supervision of other staff, it may involve assigning and overseeing tasks for Juvenile Corrections Technicians, volunteers, interns, and practicum students during shifts.

ESSENTIAL FUNCTIONS:
  • Conducts intake assessments; reviews relevant documentation; performs searches; determines medical needs; and prepares necessary documentation.
  • Addresses the daily requirements of youth; serves meals; conducts searches; secures personal belongings, currency, and contraband, issuing receipts and completing paperwork as necessary; provides informal counseling.
  • Prepares court-required documentation for youth offenders; supervises and evaluates individual youth's behavior and performance based on daily interactions; compiles behavior reports as needed.
  • Responds to emergencies and employs de-escalation techniques to manage aggressive situations, addressing complex disciplinary issues using established methods.
  • Assists in the design, development, and implementation of programs for youth offenders, including cognitive therapy, skill development, recreational activities, and interpersonal relationship building.
  • Evaluates youth for potential mental health crises; provides necessary interventions, coaching, and mentoring to address treatment needs, behaviors, and discipline.
  • Maintains facility security; conducts inspections and security checks; supervises visitors.
  • Facilitates orientation and assessment for incoming offenders, aiding in their initial adjustment to the facility or community service program.
  • Instructs youth on the proper use of tools or equipment as required.
  • Collaborates with probation staff, caseworkers, and other professionals involved with individual offenders.
  • Reports maintenance issues and malfunctioning equipment, ensuring timely repairs.
  • Works varied hours, including different shifts in a 24-hour facility or community service program.
  • Supervises and transports youth to various locations as necessary.
  • Performs additional related duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES:

KNOWLEDGE OF:
  • Applicable laws, particularly those relevant to juvenile detention facilities.
  • Principles and practices concerning behavioral and adjustment issues of youth offenders.
  • Maintaining order and supervising the conduct of detained youth.
SKILL IN:
  • Coaching and mentoring youth.
  • Effective communication, observation, and interviewing techniques.
  • Preparing clear and comprehensive reports and legal documents.
  • Utilizing de-escalation techniques and non-physical interventions.
  • Implementing defensive tactics.
ABILITY TO:
  • Lead cognitive behavior therapy sessions with youth offenders.
  • Act with maturity in high-stress situations.
  • Maintain accurate and complete records.
  • Collaborate effectively with colleagues, court personnel, and law enforcement.
  • Work outdoors in various weather conditions.
  • Communicate effectively, both verbally and in writing.
  • Utilize Microsoft Windows and related software for record-keeping.
  • Attend work as scheduled.
  • Adapt to varied shifts, including weekends and holidays.
MINIMUM EXPERIENCE AND TRAINING:

Graduation from an accredited institution with a focus on behavioral sciences, corrections, or juvenile justice is required. A minimum of two years' experience in juvenile corrections, counseling, probation, or coaching youth is preferred. Equivalent combinations of experience and training may be considered.

OTHER REQUIREMENTS:
  • A valid driver's license or the ability to obtain one within 30 days of hire.
  • CPR/First Aid Certification or the ability to obtain it within 30 days of hire.
  • Completion of Criminal Justice Information System (CJIS) Security Awareness training within 30 days of hire.
  • Obtain Law Enforcement Data System (LEDS) Certification within six months of hire.
  • Complete the Oregon Juvenile Department Directors Association (OJDDA) training within one year of hire.
WORK ENVIRONMENT/PHYSICAL DEMANDS:

The role typically involves working in a correctional setting, requiring the maintenance of order and supervision of detained youth. The employee must be able to interpret laws, rules, and regulations and utilize office equipment effectively. Frequent interruptions are expected throughout the workday.

Physical demands include regular walking, sitting, or standing, with the ability to lift or drag up to 50 pounds frequently and 100 pounds occasionally. The employee may need to assist in physical interventions and must be capable of self-defense.
