GENERAL STATEMENT OF DUTIES:
This position involves providing professional oversight within a secure juvenile facility characterized by its challenging and intricate environment. The role includes offering counseling, stabilization, and support to youths facing behavioral and mental health difficulties. This classification requires independent judgment and decision-making to supervise youth offenders in their daily activities within the Juvenile Corrections Division.
SUPERVISION RECEIVED:
Reports to the Juvenile Corrections Manager and Juvenile Corrections Supervisor, who assign tasks, set objectives, and evaluate work for compliance with established standards and regulations.
SUPERVISION EXERCISED:
While this role does not include the supervision of other employees, it may involve assigning and overseeing tasks for Juvenile Corrections Technicians, volunteers, interns, and practicum students during shifts.
ESSENTIAL FUNCTIONS:
- Conducts intake procedures; reviews documentation; performs searches; assesses medical needs; prepares necessary documentation.
- Addresses daily requirements of youths; serves meals; conducts searches; secures personal belongings and contraband, issuing receipts and completing paperwork as necessary; provides informal counseling.
- Prepares court-required documentation for youth offenders; supervises and composes evaluations based on daily interactions and supervision; generates behavior reports as needed.
- Responds to emergencies and employs techniques to de-escalate aggressive situations, managing complex disciplinary issues using established methods.
- Assists in the design and implementation of programs for youth offenders, including cognitive therapy, skill development, recreational activities, and interpersonal relationship building.
- Evaluates youths for potential mental health crises; provides necessary interventions, coaching, and mentoring to address treatment and behavioral issues.
- Maintains facility security; conducts inspections and security checks; supervises visitors.
- Facilitates orientation and assessment for incoming offenders, aiding their initial adjustment to the facility or community service program.
- Instructs youths on the proper use of tools or equipment as required.
- Collaborates with probation staff, caseworkers, and others involved with individual offenders.
- Reports maintenance issues and any malfunctioning equipment or facilities.
- Works various hours; assignments may include different shifts in a 24-hour facility or community service program.
- Supervises and transports youths to various locations as necessary.
- Performs additional related duties as required.
KNOWLEDGE OF:
- Applicable laws related to juvenile detention facilities.
- Principles and practices regarding behavioral and adjustment issues of youth offenders.
- Maintaining order and supervising detained youth.
- Coaching and mentoring youth.
- Communication, observation, and interviewing techniques.

- Communicate effectively, both verbally and in writing.
- Utilize Microsoft Windows applications, including Excel and database management.
- Attend work as scheduled.
- Adapt to varied shifts, including weekends and holidays.
Graduation from an accredited institution with a focus on behavioral sciences, corrections, or juvenile justice. A minimum of two years' experience in juvenile corrections, counseling, probation, or coaching is required. Equivalent combinations of experience and training that ensure the ability to perform the work may be considered.
OTHER REQUIREMENTS:
- A valid driver's license or the ability to obtain one within 30 days of hire.
- CPR/First Aid Certification or the ability to obtain within 30 days of hire.
- Completion of Criminal Justice Information System (CJIS) Security Awareness training within 30 days of hire.
- Obtain Law Enforcement Data System (LEDS) Certification within six months of hire.
- Complete Certificate of Completion from the Oregon Juvenile Department Directors Association (OJDDA) within one year of hire.
The employee typically operates in a correctional setting, responsible for maintaining order and supervising detained youth. Must be able to interpret laws, rules, and regulations. The role requires frequent interruptions throughout the workday.
Regularly required to walk, sit, or stand, talk, or hear, and perform repetitive hand motions. May need to lift or drag up to 50 pounds regularly and 100 pounds occasionally. May assist during physical interventions and must be able to defend oneself.
Contact with the public may involve exposure to irrational behavior, contagious diseases, or wildlife.
