Position Overview

Harkcon Inc is seeking a dedicated Project Manager to enhance and support the Office of Water Prediction (OWP) project management functions aligned with the National Weather Service (NWS) water mission. This role encompasses all facets of project management best practices while adhering to OWP's established processes and protocols.

The National Oceanic and Atmospheric Administration's (NOAA) National Weather Service (NWS) Office of Water Prediction (OWP) is committed to advancing collaborative research, development, and delivery of cutting-edge national hydrologic analyses, forecasting data, decision-support services, and guidance essential for emergency services and water management strategies.

Key Responsibilities:

  • Act as a Project Manager for OWP initiatives, implementing project management best practices.
  • Formulate and execute project plans, oversee project scope, evaluate and mitigate potential risks, monitor resource utilization, and provide regular updates on project progress.
  • Support the Business Analyst (BA) in gathering requirements.
  • Contribute to the creation of Project Documentation, including Project Charters, Progress Reports, and Capstone Presentations.
  • Assist in the development of PMO process documentation, such as the Project Management Manual and documentation templates.
  • Facilitate project closure in accordance with OWP Standard Operating Procedures (SOPs), which includes delivering a capstone presentation to the OWP Program Management Council (PMC).

Required Skills / Education / Certifications & Qualifications:

  • Master's degree (or equivalent) in a relevant field.
  • 8-10 years of experience in project management.
  • Exemplary writing and verbal communication skills, with the ability to manage daily team activities.
  • Proven expertise in requirements gathering, quality assurance, and project management methodologies.
  • Ability to organize, direct, and coordinate all activities related to assigned project delivery orders.
  • Familiarity with Google Suite, including Smartsheet.
  • PMP certification is preferred but not mandatory.
