Position Overview

Harkcon Inc is seeking a skilled Project Manager to enhance and support the project management capabilities within the Office of Water Prediction (OWP) as part of the National Oceanic and Atmospheric Administration (NOAA). This role is integral to advancing the National Weather Service's (NWS) water mission through effective project management practices.

Key Responsibilities:

  • Act as the Project Manager for various OWP initiatives, adhering to established project management standards.
  • Formulate and implement project plans, oversee project scope, evaluate potential risks, monitor resource utilization, and provide regular updates on project progress.
  • Collaborate with the Business Analyst to gather and define project requirements.
  • Contribute to the creation of essential Project Documentation, including Project Charters, Progress Reports, and Capstone Presentations.
  • Assist in developing PMO process documentation, such as the Project Management Manual and relevant templates.
  • Facilitate project closure in accordance with OWP Standard Operating Procedures, including delivering a capstone presentation to the Program Management Council.

Qualifications:

  • Master's degree (or equivalent) is required.
  • 8-10 years of experience in project management is essential.
  • Strong written and verbal communication skills, with the ability to manage daily team activities effectively.
  • Proven expertise in requirements gathering, quality assurance, and project management methodologies.
  • Ability to organize, direct, and coordinate all activities related to assigned projects.
  • Familiarity with Google Suite, including Smartsheet, is preferred.
  • PMP certification is desirable but not mandatory.
