Position Overview

Role Summary:

This position entails performing highly advanced and supervisory work within the Texas Business Court system. The individual will lead clerk operations statewide, ensuring compliance with legal standards and court procedures. The role requires a significant degree of autonomy, allowing for initiative and independent judgment in decision-making. This position is appointed by the presiding judge of the Business Court, as established under Section 1, Subtitle A, Title 2, Government Code: HB19 of the 88th Texas Legislature, which pertains to the establishment of a specialized trial court for complex business matters.

Key Responsibilities:

• Manage the acceptance of filings and execute the legal and administrative duties of a district clerk.

• Oversee the official documentation of all court activities across various divisions of the Business Court.

• Ensure the proper storage, retrieval, and retention of court records in accordance with state regulations.

• Supervise the collection and distribution of fees and costs associated with the Business Court.

• Maintain the court's registry account with accuracy and integrity.

• Prepare and submit appeal records for review by higher courts.

• Ensure adherence to rules governing Business Court filings and requirements.

• Act as the liaison between the Business Court and county/district clerks regarding procedural matters and jury logistics.

• Certify Business Court judgments to the appropriate trial courts.

• Assist in the transfer of cases between courts as necessary.

• Respond to inquiries from judges, attorneys, and the public.

• Manage office supplies and postage for the clerk's office efficiently.

• Provide guidance on the use of electronic filing and court records systems.

• May oversee the work of subordinate staff.

• Ensure compliance with continuing education requirements.

• Perform related duties as assigned and adhere to all Office of Court Administration policies and procedures.

Qualifications:

Minimum Requirements:
  • Graduation from an accredited institution with a focus on business administration, finance, accounting, management, or a related discipline. Relevant experience may substitute for educational qualifications.
  • Experience in District Court or District Clerk administration and operations.
  • Familiarity with the Texas judicial system and its operations.
  • Experience collaborating with judges, court personnel, and government officials.
  • Background in office management.
Preferred Qualifications:
  • Proficiency in the Enterprise Justice case management system.
  • Prior experience as a District Clerk in Texas.
Knowledge, Skills, and Abilities (KSAs):
  • Comprehensive understanding of Texas judicial system administration and operations.
  • Solid grasp of accounting principles, general administration, and management practices, as well as Texas civil and appellate procedure rules.
  • Awareness of the duties and obligations of a district clerk as outlined in state law.
  • Exceptional oral and written communication abilities.
  • Proficient in using computer and office equipment, problem-solving, and decision-making that impacts overall operations.
  • Capability to create visually appealing charts, graphs, and reports.
  • Ability to conduct accounting operations, prepare analytical reports, and effectively communicate while supervising others.
  • Proficient in court case management systems.
  • Skilled in Microsoft Office applications.
