Renewable Energy Program Manager

We are seeking a highly skilled Renewable Energy Program Manager to join our team at Naval Facilities Engineering Systems Command (NAVFAC). As a key member of our team, you will play a critical role in developing and implementing regional renewable energy programs, providing policy, budgeting, and technical guidance, and coordinating energy audits and studies.
Key Responsibilities- Develop and Implement Regional Renewable Energy Programs
- Provide policy, budgeting, and technical guidance to support the development and implementation of regional renewable energy programs.
- Coordinate energy audits and studies to identify opportunities for energy efficiency and renewable energy implementation.
- Assist in Special Project Planning and Execution
- Assist in the coordination of special project planning, programming, execution, long-range planning, and broad strategy initiatives in support of the regional energy program.
- Provide Guidance and Technical Support
- Provide guidance to engineers and technicians associated with energy project development and implementation of energy initiatives.
- Develop Business Case Analysis and Energy Consumption Analysis
- Develop business case analysis, economic analysis, and energy consumption analysis as it relates to energy consumption, utility cost, and total ownership costs of proposed projects and energy initiatives.
- Utilize Computer Applications
- Utilize computer applications such as word processing, spreadsheet presentation, electronic mail, internet, and database software.
- Must be a US Citizen
- Must be determined suitable for federal employment
- Must participate in the direct deposit pay program
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
- Males born after must be registered for Selective Service
- You will be required to obtain and maintain a current valid United States driver's license
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
- You will be required to maintain a current PE or Certified Energy Manager (CEM) or RA license
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA)
- At least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector
- Specialized experience must demonstrate the following:
- Developing and implementing regional renewable energy programs, providing policy, budgeting, and technical guidance, coordinating energy audits and studies;
- Assisting in the coordination of special project planning, programming, execution, long-range planning, and broad strategy initiatives in support of the regional energy program;
- Providing guidance to engineers and technicians associated with energy project development and implementation of energy initiatives;
- Developing business case analysis, economic analysis, and energy consumption analysis as it relates to energy consumption, utility cost, and total ownership costs of proposed projects and energy initiatives;
- Utilizing computer applications such as word processing, spreadsheet presentation, electronic mail, internet, and database software.
