Job Overview

This role is pivotal in supporting the Marine Forces, Pacific (MARFORPAC), specifically within the Aviation Logistics Division (ALD). The selected candidate will provide strategic advice to the Commander and implement directives related to aviation logistics, ensuring seamless representation across various Naval Aviation Enterprise levels and supporting subordinate units to maintain operational readiness.

The mission of ALD is to cultivate an environment of exceptional aviation logistics that enhances combat capabilities.



Key Responsibilities:


  • AVIATION LOGISTICS PLANNING AND EXECUTION - Collaborate with MARFORPAC ALD to deliver insights and recommendations aimed at refining the Naval aviation enterprise into a more streamlined and effective entity. A comprehensive understanding of available forces, resources, and logistics operations is essential. This role demands the ability to address the requirements arising from various missions assigned to MARFORPAC, which is critical for operational success.

  • DAILY OPERATIONS


o Offer expert guidance in the formulation, revision, and enhancement of Aviation Logistics (AVLOG) operational strategies, ensuring that operational readiness is consistently upheld.

o Deliver a robust AVLOG management framework, coordinating efforts across components to devise and implement strategies that effectively address crises.

o Create presentations and documentation to articulate Aviation logistics (AVLOG) needs in alignment with Operations, Activities, and Investments (OAI's), Operational Plans (OPLANs), and contingency scenarios.


o Employ Enterprise Task Management Software Solution (ETMS2), Automated Message Handling System (AMHS), and Task Management System (TMS) to oversee messaging and task management across NIPR and SIPR networks, ensuring effective tracking of communications and assignments for MARFORPAC ALD Plans.



  • WEEKLY COORDINATION


o Act as a representative of ALD in coordinating initiatives across various MARFORPAC divisions and subordinate commands by participating in MARFORPAC Campaign plan synchronization meetings and planning sessions.


o Facilitate planning meetings by managing audiovisual equipment and ensuring the presentation materials are current and effective.


o Align aviation logistics deployment and sustainment needs with Component, Combatant Commander, and Joint representatives.


  • MONTHLY EVALUATIONS


o Utilize Defense Readiness Reporting System-Strategic (DRRS-S) and Defense Readiness Reporting System-Marine Corps (DRRS-MC) to conduct thorough monthly assessments based on accurate data.

o Review and update the ALD Crisis Action Team (CAT) recall roster.


o Lead and assist in Operational Planning Teams (OPTs) and other working groups as necessary.




  • QUARTERLY REPORTING

o Provide input for command chronology relevant to ALD Plans.


o Maintain policies, procedures, and documentation for ALD CAT and forward-deployed headquarters.




  • ANNUAL PLANNING

o Spearhead the development and updates for remote expeditionary support packages to inform OPLAN TPFDD requirements.


o Assess the aviation logistics planning process utilizing Logistics Planning Tool and the Deployed Logistics Solution web-based system.


o Assist in the formulation of CONOPS for both afloat and ashore aviation logistics exercises.


o Review and revise OPLAN annexes, appendices, and Joint Logistics assessments.


o Support the evaluation of equipment density lists for multiple MARFORPAC Global Prepositioning network sites.




  • ONGOING RESPONSIBILITIES

o Document meeting minutes for sessions pertinent to MARFORPAC ALD Plans.


o Conduct in-progress reviews, presentations, and prepare associated meeting minutes.

o Evaluate exercise events through observation and provide recommendations for sustained operational effectiveness.

o Organize and facilitate After-Action Review (AAR) and lessons learned sessions to assess event support and deliverables post-event.


o Generate trip reports to inform the government of new developments observed during official travel.


o Offer program and technical support both on-site and remotely, including planning conference events and development initiatives for MARFORPAC ALD staff related to ALD Plans Management systems and networks.

o Establish and maintain a clear process for reserving ALD or MARFORPAC conference rooms for Contractor and Government personnel.


o Ensure the functionality of DRRS-S and DRRS-MC tools.

o Conduct monthly reviews of AVLOG operational concepts, OAI's, and deliberate plans to enhance aviation logistics capabilities and maintain operational readiness.

o Propose a structured approach for information management within IT systems to ensure organized and consistent file arrangements.

o Review data entries across all systems to ensure accuracy and uniformity, recommending corrective actions as necessary.

o Provide AVLOG inputs to the ALD Plans Officer regarding the Defense Readiness Review System through classified analysis.

o Ensure alignment of USINDOPACOM and MARFORPAC Theatre Campaign Plans by recommending and reviewing necessary changes.

o Review command chronology and ensure the inclusion of sufficient supporting artifacts.

o Provide input to Annex M forms on OAI's for the ADIPT.


o Assess exercise events through observation and develop recommendations for sustained future operations.

o Conduct evaluations during joint and combined training and exercise events, interoperability workshops, tabletop exercises, and senior leader seminars.

o Facilitate After-Action Review (AAR) and lessons learned meetings to evaluate event support and deliverables following each supported event.


Essential Qualifications

  • U.S. Citizenship
  • Military specialization in Naval aviation with a minimum of ten years of experience in Naval aviation logistics.
  • At least three years of demonstrated knowledge of military doctrine, tactics, and command relationships at MAGTF or Joint/combined command levels.
  • Comprehensive understanding of Defense Readiness Reporting System (DRRS) or equivalent reporting systems.
  • In-depth knowledge of USMARFOR operations concerning OPLANs/CONPLANS and exercise scenarios in the Pacific.
  • Familiarity with the Time Phased Forces Deployment Data (TPFDD).
  • Ability to operate independently on high-visibility or mission-critical aspects of a program.
  • Thorough understanding of the Marine Corps Planning Process (MCPP).
  • Advanced proficiency in Microsoft applications such as Excel, Teams, Word, PowerPoint, etc.
  • Willingness to travel.

Preferred Qualifications:

  • Bachelor’s degree
  • Master’s degree, preferably in supply logistics or related fields.
  • Previous service at MARFORPAC ALD.
