Job Summary

Key Responsibilities
  • Employee Retention Strategies: Develop and implement initiatives to enhance employee retention, including onboarding and orientation, hiring, performance reviews, compensation, training and development, benefits, career growth opportunities, employee recognition, employee engagement, leadership development, and mentorship programs.
  • Financial Management: Monitor and prepare the annual budget for the Human Resources Department and self-insurance fund, ensuring effective administration and risk management.
  • Department Leadership: Plan, organize, and direct the staff and activities of the Human Resources Department, providing guidance and support to ensure the delivery of high-quality services.
  • Employee Relations: Provide advice, guidance, coaching, training, and expertise on employee relations to supervisors and employees, ensuring compliance with federal and state statutes, regulations, and plan documents.
  • Recruitment and Selection: Lead the recruitment, selection, and hiring process of employees, ensuring the best fit for the organization.
  • Talent Development: Develop and implement talent retention and development strategies, including training and development programs, to enhance employee skills and knowledge.
  • Exit Interviews: Conduct exit interviews with terminating employees to identify areas for improvement and ensure a smooth transition.
  • Compliance: Ensure compliance with various federal, state, and program regulations, including employee training and scheduling of random drug and alcohol testing, conducting annual employee driver's license checks, and ensuring compliance with the Texas Hazard Communications Act.
  • Policies and Procedures: Develop and monitor all safety and human resources-related policies, procedures, and programs, ensuring they are up-to-date and compliant with relevant laws and regulations.
  • Performance Management: Administer performance management processes, including evaluations and development plans, to ensure employee growth and development.
  • Employee Benefits: Evaluate and administer employee benefits, including medical, dental, and vision insurance, life, AD&D, and long-term disability insurance, flexible spending and dependent care accounts, retirement benefits, and 457 Deferred Compensation accounts.
  • Insurance Administration: Administer all lines of insurance coverage, including property and casualty, and other training initiatives.
  • HR Software and Applications: Manage and train others in HR software and applications, ensuring efficient and effective use.
  • Special Projects: Conduct special projects as assigned by the CEO, CFO, or COO, ensuring timely and effective completion.
  • Family and Medical Leave Act: Coordinate the evaluation of medical benefits for CFGC and ensure compliance with the Family and Medical Leave Act, salary continuation, and administrative leave policies.
Requirements
  • Education: Bachelor's degree in human resources, public or business administration, or a related field is required. A Master's degree in public or personnel administration or a related discipline is preferred.
  • Experience: Five years of professional experience in human resources or general city management is required. Three years of experience in a human resources supervisory position is required, preferably at the director or assistant director level.
  • Certification: Certification as a Senior Professional in Human Resources (SHRM) or Professional in Human Resources (PHR) or Society for Human Resources Management Professional Certification (SHRM-CP) is preferred.
