The Assistant City Executive is a pivotal leadership role within the municipal framework. This position entails performing complex and highly responsible administrative functions under the guidance of the City Manager. The role supports and aids the City Manager in directing and coordinating various city departments and divisions, fostering leadership in policy development and execution of organizational policies and procedures. The Assistant City Executive directly oversees the administrative services of the city, which includes divisions such as the Animal Shelter, City Clerk's Office, Communications, Neighborhood Councils, and Events management.
Key Responsibilities
  • Aligns with and promotes the objectives and goals set forth by the City Manager and City Commission.
  • Collaborates closely with the City Manager to develop and implement city-wide operational strategies. Monitors assigned programs to ensure adherence to service goals and the operational philosophy of a respectful and results-oriented organization.
  • Provides oversight and recommendations on routine administrative matters, ensuring alignment with the City Manager's directives.
  • Guides the Administration Department divisions to guarantee efficient and timely delivery of programs and services within budgetary constraints.
  • Assists in formulating the annual operating budget for the city.
  • Represents the city at various community meetings, ensuring effective communication of pertinent information and advocacy for the city's interests.
  • Supports the City Manager in collective bargaining, labor relations, and grievance procedures.
  • Completes special projects as assigned by the City Manager, which may include performance measurement and policy analysis.
  • Acts as the City Manager in their absence, whether scheduled or unscheduled.
Qualifications
  • Possesses a master's degree in Public Administration, Business Administration, or a related discipline.
  • Demonstrates experience in organizational development.
  • Has a minimum of five years of experience in a managerial role within municipal budgeting and program management.
  • Project Management experience and/or certification is preferred.
Special Requirements
  • Must possess or be able to obtain a valid Montana driver's license.
Knowledge and Skills
  • Comprehensive understanding of public administration within a council-manager governance structure.
  • In-depth knowledge of managerial leadership principles, administrative management, public policy formulation, and financial management.
  • Experience in community development, planning, and capital planning.
  • Ability to cultivate strong collaborative relationships with community organizations, residents, and businesses.
  • Effective communication skills, both verbal and written.
  • Experience in media relations, including the ability to draft and review press releases.
  • Ability to maintain effective working relationships with subordinates, peers, government officials, union representatives, and the public.

Supervisory Responsibilities
This role includes direct supervision of the Animal Shelter, City Clerk's Office, Events Office, Communications Specialist, and Neighborhood Council Coordinator.

Work Environment
The position is primarily office-based.

Physical Demands
While performing the duties of this role, the employee may frequently stand, walk, sit, bend, twist, reach, and perform similar movements. The ability to lift and carry up to 10 pounds is required, along with sufficient hand/eye coordination to operate office equipment and a motor vehicle. The role also necessitates effective communication abilities, both in person and via telephone, as well as the capacity to read and comprehend instructions and reports.

Work Schedule
The standard work schedule consists of 40 hours per week, Monday through Friday, with occasional evening public meetings and potential weekend events. This position is exempt and not eligible for overtime.

Travel
Travel is primarily local during business hours, with occasional off-site training and educational opportunities.
