About the Role
As the Chief Human Resources Officer, you will operate under the administrative guidance of the County Administrative Officer. Your primary responsibilities will include planning, organizing, coordinating, and overseeing the County's personnel programs, which encompass classification and compensation, recruitment and selection, employer-employee relations, labor negotiations, benefits administration, affirmative action, and employee development functions. You will provide expert professional support to the County Administrative Officer, Board of Supervisors, department heads, and employees.
Key Responsibilities
- Coordinate all human resource functions within the Human Resource Department, including record-keeping and reviewing employment practices.
- Develop and implement policies and procedures in compliance with state and federal regulations.
- Manage employment-related activities such as recruitment, screening, and selection processes, ensuring adherence to affirmative action and equal employment opportunity laws.
- Analyze job classifications and recommend salary levels based on internal and external assessments.
- Advise employees and management on effective employment relationships and direct employee surveys on job-related issues.
- Participate in labor contract negotiations and provide contract administration and interpretation.
- Design and conduct training and development programs for personnel functions and management principles.
- Collaborate with department heads on HR planning and organizational development.
- Engage in strategic planning processes to support the County's mission.
- Supervise the human resources department staff, ensuring productivity and professionalism.
- Represent the department in meetings with governmental agencies and professional organizations.
- Monitor compliance programs as mandated by state and federal regulations.
Qualifications
Desirable Knowledge:
- Comprehensive understanding of public sector personnel administration principles.
- Knowledge of labor relations and effective negotiation techniques.
- Familiarity with federal, state, and local laws governing human resources administration.
- Expertise in budget development and administration.
- Proficiency in leadership, motivation, and conflict resolution practices.
Essential Abilities:
- Plan and administer a centralized human resources program.
- Negotiate effectively with diverse groups.
- Analyze complex problems and develop creative solutions.
- Prepare clear and concise reports and correspondence.
- Maintain confidentiality and establish effective working relationships.
Education and Experience
A combination of training and experience that provides the required knowledge and abilities is essential. A typical qualification includes a Bachelor's degree in human resource management or a related field, along with five or more years of progressively responsible experience in a human resources department, preferably in the public sector, including three years in a supervisory role.
