Senior Financial Analyst for FMS Operations

PSI Pax, Inc. presents an exceptional opportunity for a Senior Financial Analyst with extensive expertise in Department of Defense (DoD) and Foreign Military Sales (FMS) financial management processes to provide support to our esteemed clients.


Role Overview:


The selected candidate will deliver financial and accounting assistance to the government FMS Integrated Product Team (IPT) Lead, Business Financial Manager (BFM), and various organizational support functions.

Responsibilities include conducting managerial and cost accounting, budgeting, funding execution, manpower management, workload analysis, acquisition support, document management, system assistance, and comprehensive financial analyses. The goal is to ensure efficient allocation and effective utilization of financial resources while making informed recommendations for operational improvements, system enhancements, and reporting accuracy.

Support the development of necessary acquisition documentation for FMS products and services. Utilize Navy ERP for financial execution tasks and MISIL for tracking commitments, obligations, and expenditures related to FMS case funds.

Provide assistance for a range of management activities, corporate initiatives, special projects, and data requests that may significantly influence the organization and its operational effectiveness.

Conduct analysis on the implications of budget allocations.



Key Responsibilities:


1. Analyze data from MISIL, DSAMS, SCIP, Navy ERP, and other FMS case management and financial systems.

2. Prepare financial reports, ledgers, and document tracking logs.

3. Assess financial information within program planning documents and processes.

4. Offer recommendations to prevent over-obligation or excessive expenditure of FMS cases.

5. Employ Navy ERP for financial planning and fund execution.

6. Compile background information to substantiate program financial requirements.

7. Conduct financial and risk assessments.

8. Identify and evaluate financial risks associated with commitments, obligations, and expenditures; reconcile FMS cases using MISIL and DIFS.


Qualifications:


• A minimum of seven (7) to ten (10) years of experience in financial analysis within Navy or other DoD programs.

• Financial management experience should encompass financial analysis of business programs, cost estimate development, program status reporting, and familiarity with DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), and the Planning, Programming, Budgeting, and Execution (PPBE) process.

• At least five (5) years of experience with Navy ERP is essential.

• Proficiency in MS Office Suite is required.

• An active Secret Security Clearance is mandatory.


Education & Certifications:
• Bachelor's degree in Management Information Systems, Business, Accounting, or Finance is required.
