Job Details:

This role involves advanced technical work focused on integrating cybersecurity measures into essential operational systems to ensure the safe functioning of Intelligent Transportation Systems (ITS) for connected and autonomous vehicles (AV). The specialist will play a crucial role in the design, development, implementation, and integration of architectures, systems, and components. This position is vital in ensuring that the architecture and design of both development and operational systems are secure and functional. Additionally, the specialist will contribute to innovative strategies aimed at enhancing cybersecurity risk management within the Traffic Operations department, thereby minimizing potential disruptions to critical information infrastructure.

Positions in this classification report to a designated supervisor and operate under general supervision. This role is distinguished by its specialized and advanced technical skills necessary to address complex automated/computerized systems with a strong emphasis on cybersecurity.

ESSENTIAL JOB FUNCTIONS

Depending on area of assignment:

Acts as the departmental expert on Cyber Security policies, regulations, and standards.

Assists in the analysis, design, implementation, and administration of automated/computerized systems.

Conducts IT security and vulnerability assessments using relevant hardware, software, and coding languages.

Supports the use of complex departmental systems and specialized software applications, including system generation, compilers, link editors, assemblers, and other vendor-supplied systems software packages.

Evaluates hardware/software needs and provides training/documentation.

Identifies, prioritizes, and resolves reported issues including data, account administration, email, desktop, and application problems.

Plans, schedules, and implements modifications to the computer operating system.

Evaluates automated/computerized system failures and assists in their recovery.

Reviews, evaluates, and recommends emerging technologies, state-of-the-art languages, tool sets, and advanced technologies concerning cybersecurity and emerging IT vulnerabilities.

Ensures high levels of security by applying application and operating-specific patches, certificates, and implementing network security methodologies.

Maintains regular attendance at work.

NON-ESSENTIAL JOB FUNCTIONS

May require after-hours and weekend support responsibilities.

May function as a team leader.

May be responsible for enforcing the drug policy, based on physical location and organizational structure.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills, and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor's degree from an accredited college or university with major coursework in information technology, computer sciences, data management and analytics, computer programming, information science, or systems engineering, and two (2) years of progressively responsible IT experience relevant to the needs and subject matter of the hiring department, or

An Associate degree from an accredited college or university with major coursework in information technology, computer sciences, computer programming, information sciences, or systems engineering, and four (4) to six (6) years of progressively responsible IT experience relevant to the needs and subject matter of the hiring department.

Or an equivalent combination of education, training, and experience.

Active certification from a generally accepted licensing organization in database, network, security management and implementation, or application software as required by the hiring department, may substitute for up to one (1) year of experience.

CERTIFICATIONS OR LICENSES

Licenses

Valid driver license required. Valid Florida driver license required within 30 days of appointment.

Certifications

Certification in network or security management and implementation from an industry-accepted authority is desirable.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of principles, practices, and methodologies of computer operating systems functions.

Knowledge of real-time or relational databases.

Knowledge of computer systems programming and management techniques.

Proven ability to manage multiple projects (multitask).

Knowledge of Cyber Security Policy, Regulations, Standards.

Knowledge of Information Technology/Security, Computer Science.

Knowledge of Cyber Security, Risk, Vulnerability Assessment.

Knowledge of Cyber Security Hardware/Software.

Knowledge of Commercial and Open-Source Information Security Technology.

Knowledge of Linguistic Analysis/Language Processing and Data Mining Techniques.

Ability to work effectively with coworkers and the general public.

Ability to communicate effectively, both orally and in writing.

Ability to work independently.

Ability to work effectively in a team-oriented environment.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work-related environmental conditions.
