Capital Project Manager

The Port of San Diego is seeking a highly skilled Capital Project Manager to oversee the execution of capital improvement and major maintenance projects. This pivotal role entails coordinating all phases from conceptual initiation to construction closeout.
As the primary manager of these projects, you will be responsible for strategic planning and management of project initiation, design, development, and execution. Your expertise will be instrumental in shaping project strategies, identifying potential risks, and devising mitigation plans to ensure successful project outcomes.
This role requires a comprehensive understanding of engineering project management principles, coupled with strong leadership, analytical, and communication skills. The ideal candidate will possess a strong background in construction management, civil engineering, or a related field, with a minimum of six years of professional experience managing increasingly complex capital design and construction projects.
The successful candidate will be responsible for planning, organizing, and coordinating capital improvement and major maintenance projects, including technical research and analysis, funding and cost analyses, scheduling, public involvement, project budgeting, project performance, and results.
Key responsibilities include:
- Coordinating and integrating multi-phase design, development, and construction projects with various regional, state, or federal jurisdictions, as well as with special-interest groups, other stakeholders, and the public.
- Preparing requests for proposals for outside services, managing the consultant selection process, negotiating contracts, planning, scheduling, and directing the work of consultant teams in preliminary engineering, engineering design, and construction services.
- Preparing and making presentations before client departments, interested groups, various commissions, and the District's governing board.
- Developing detailed reports, memoranda, letters, and other documents regarding project issues for both internal and external distribution.
- Working with engineers, architects, and construction contractors regarding normal and unusual project problems and phases.
- Ensuring the maintenance of detailed records of project activities, findings, progress, and results.
- Supervising the work of other professional and technical staff assigned to a project team.
- Coordinating the preparation and processing of all necessary regulatory approvals and permits to implement projects.
- Identifying and recommending corrective actions when project progress is delayed or budgets exceeded.
- Ensuring assigned project compliance with federal, state, and local laws, regulations, and policies.
- Monitoring and enforcing all contractual terms, obligations, and requirements.
- Monitoring and approving payments to project contractors and consultants.
- Providing 'as built' and warranty information to appropriate District departments.
- Planning, organizing, supervising, and evaluating the work of support staff.
