The Atlanta Regional Commission (ARC) serves as the pivotal agency for regional planning and intergovernmental collaboration, addressing vital issues that influence the success of our metropolitan area, including development, transportation, water management, services for seniors, and workforce solutions.

We are in search of a proficient and enthusiastic professional with expertise and passion for shaping the housing landscape of our region. This role involves working alongside local governments, stakeholders, partners, and housing advocates to identify innovative and actionable solutions.

The Senior Housing Strategist will be an integral member of the Economic Development team within the Community Development Department, focusing on the ongoing enhancement and management of the Metro Atlanta Housing Strategy (MAHS) and regional housing initiatives, including comprehensive planning and grant management.

This position will oversee and sometimes lead housing initiatives facilitated through various community development programs, representing the agency in regional housing dialogues and collaborating closely with the team director.

Additionally, the role will provide general support for other local and regional planning initiatives through programs such as the Livable Centers Initiative (LCI), the Community Development Assistance Program (CDAP), and City Agriculture Planning.

The ideal candidate will possess a background in both public and private sector engagement, demonstrating strong strategic thinking, innovation, organization, and self-motivation.

We seek an individual who excels in communicating about housing and the built environment, eager to challenge housing stakeholders and enhance all ARC programs to achieve more inclusive and impactful housing outcomes.

The successful candidate will be detail-oriented, capable of managing multiple competing projects, deadlines, and timelines.

This role requires a collaborative team player with a solid understanding of traditional planning practices and housing, driven to work in a dynamic and challenging field.


Key Responsibilities:
  • Compile, develop, and review long-term planning studies, including data assessment and analysis, public engagement coordination, meeting scheduling, and public presentation preparation;
  • Serve as a project manager for significant regional initiatives; act as a liaison with federal, state, and local officials; contribute as a project team member for initiatives led by other organizations;
  • Develop new strategies and initiatives; manage budgets and contracts; attend partner events; and oversee project information, including digital communications.

Act as a technical and subject-matter expert in housing; provide guidance and consultation to regional partners and clients; cultivate relationships with partners and member organizations;
Facilitate meetings; prepare content and presentations; collaborate with communications staff to create scripts, visuals, and other materials;
Lead and manage paraprofessional, contract, and temporary staff, including scheduling and assignment oversight;
Oversee housing-related projects within the agency, including the internal and external implementation of the Metro Atlanta Housing Strategy, coordinating with non-profits and local governments, and providing leadership in policy creation and technical assistance for local governments implementing housing strategies;
Deliver presentations and share information with communities and organizations regarding regional housing issues, data, and strategies;
Identify and coordinate internal opportunities for integrating housing across the agency, expanding our initiatives and leveraging new federal opportunities;
Engage with local jurisdictions to promote and catalyze impactful housing initiatives;
Facilitate discussions that inform local governments and stakeholders about housing issues and available resources;
Collaborate with the communications team to produce newsletters and blog posts focused on housing;
Work closely with Research and Analytics to update and maintain the Metro Atlanta Housing Strategy;
Support the development of local technical assistance efforts through the Community Development Assistance Program (CDAP) and other assigned planning projects;
Perform additional duties as necessary to support agency objectives.

Minimum Qualifications:
Master's degree in urban or regional planning, economics, architecture, landscape architecture, or a related field;
Three years of professional planning experience.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as outlined above, unless otherwise specified by law or regulation.

  • Ability to connect with leaders, advocates, and practitioners engaged in policy advocacy;
  • Capacity to work effectively both independently and as part of a team;
  • Excellent time management and organizational skills;
  • Outstanding written, verbal, and research skills, with a keen attention to detail;
  • Strong interpersonal skills and comfort in a collaborative team environment;
  • Proficiency in database technology and Microsoft Office Suite (Outlook, Word, Excel, Teams, and PowerPoint).
