Job Overview
Position Title: Senior Security Clearance Analyst

Reports To: Program Manager

Clearance Requirement: Active Top Secret/SCI (willing to undergo CI Polygraph)

Work Location: National Capital Region

Position Summary:

Advantage SCI is seeking qualified candidates to contribute to a federal agency's personnel security initiative.

Key Responsibilities:
  • Serve as a Team Leader.
  • Conduct comprehensive background checks, including indices and arrest record verifications.
  • Oversee the submission of investigative findings. Scrutinize and evaluate investigative documents and correspondence to ensure compliance with various administrative standards and confirm adherence to established regulations and policies.
  • Identify deficiencies and provide specific guidance to field personnel.
  • Draft outgoing communications and transmit recommendations supported by thorough analysis and data.
  • Engage in the development and revision of policies, guidelines, and procedures related to personnel security programs.
  • Offer insights and suggestions that impact the objectives of personnel security initiatives.
  • Ensure that relevant government personnel are informed of potential security threats and vulnerabilities associated with their security clearances.
  • Deliver security briefings encompassing Security Awareness and Hostile Threat scenarios.
  • Provide expert guidance to resolve security-related issues for current employees and assist with various security programs.
  • Collaborate with internal and external stakeholders regarding personnel security matters.
  • Perform all necessary duties associated with a Personnel Security Specialist III, which may include:
    • Conducting Background Investigations (BIs) for individuals requiring suitability determinations for employment or access to classified information.
    • Preparing investigative reports based on interviews conducted during BIs.
    • Creating summary documents detailing the outcomes of investigations for all assigned cases.
Qualifications:
Required:
  • Current TOP SECRET clearance; must be SCI eligible and willing to pass a CI polygraph examination.
  • Bachelor's Degree with two (2) years of relevant experience or an Associate Degree with four (4) years of experience. Alternatively, eight (8) years of experience in federal, state, local, or military law enforcement may substitute for a degree.
  • A minimum of four (4) years of experience in developing and drafting Reports of Investigation.
  • At least eight (8) years of experience in personnel security investigations or as an investigative analyst.
  • Experience in interpreting governmental and commercial database checks to identify concerns during investigations.
  • Proven ability to develop investigative reports and identify security vulnerabilities, investigative leads, and make recommendations regarding security clearance eligibility.
  • Experience in conducting and interpreting database checks and credit reports.
  • Familiarity with routine office administrative tasks.
  • Strong analytical skills to critically assess various types of incoming materials and investigative reports for potential security vulnerabilities.
  • Knowledge of federal standards for investigations and security protocols.
  • Effective oral and written communication skills for conducting interviews, security briefings, and preparing comprehensive reports.
  • Understanding of indices systems and record check processes.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and capable of conducting automated record checks.
  • Experience with federal law enforcement and intelligence community IT systems.
  • Knowledge of commercial and federal database systems.
  • Experience in managing security clearance and BI documentation.
  • Ability to perform multiple administrative tasks related to database queries and audits.
  • Excellent communication skills.

  • Previous experience in a security leadership capacity.
  • Strong grasp of security disciplines and investigative guidelines.
  • Familiarity with Federal Investigative Standards, Security Executive Agent Directives, Executive Orders, and related programs.
