Senior Security Clearance Analyst

SiloSmashers is in search of a Senior Security Clearance Analyst to provide essential personnel security services for our federal law enforcement clientele.

Key Responsibilities include but are not limited to:

  • Deliver direct assistance and expertise in the management of the FBI Security Program by engaging in the oversight of intricate security assessment investigations initiated by FBI Field Offices (FOs).
  • Conduct, evaluate, and interpret a variety of interviews with internal and external stakeholders.
  • Investigative subjects include FBI applicants, contract/access applicants, and individuals requiring security clearances or access to FBI facilities.
  • Provide analytical support and research on complex issues and processes related to Personnel Security.
  • Prepare comprehensive written reports and/or oral presentations employing critical thinking and analytical skills.
  • Contribute to the formulation of new principles and methodologies.
  • Inform supervisors of potentially contentious issues or those with significant implications.
  • Initiate or conduct extensive checks on FBI indices, arrest records, and similar sources to gather relevant and identifying information for assigned cases.
  • Request, receive, review, and analyze various FBI Government files and related documents to assess an individual's potential security risk.
  • Summarize findings and draft necessary correspondence to appropriate FOs for the initiation of investigations, detailing the background of individual cases, advising on information obtained from research and analysis, and outlining security concerns. Provide guidance for the initiation of investigations, specifying leads to be addressed in accordance with existing Federal standards and FBI policies. Forward correspondence to the Government lead for approval prior to transmission.
  • Collaborate with FOs for the submission of investigative information. Scrutinize and critically assess investigative reports and correspondence from the FOs for compliance with administrative requirements regarding format and content, ensuring investigations are thorough, leads are adequately addressed, and procedures adhere to FBI regulations and policies. Identify deficiencies and communicate additional instructions to the field, recommending further investigation or the cessation of unproductive procedures.
  • Advise on the necessity for polygraph examinations and/or interviews based on comprehensive analysis of all available data. Draft appropriate communications to relevant FBI HQ Divisions and FOs to initiate these processes, outlining any specific guidance that should be followed (e.g., particular areas of concern that need resolution; special qualifications desired of the interviewer; etc.). All determinations and resulting communications are subject to review and approval by the Government lead.
  • Receive, review, and analyze the outcomes of further investigations, including results from interviews and polygraph examinations, to ensure all issues have been resolved, gaps in information have been adequately addressed, and areas of concern have been sufficiently covered to facilitate an efficient and effective determination of an individual's recommendation for security clearance approval.
  • Compile all data provided and developed into a formal written analysis of security concerns and their resolutions, taking into account the information gathered.
  • Establish and maintain communication with other FBI HQ Divisions, DOJ, and other agency officials, including members of the IC, to obtain, develop, and/or resolve inquiries as necessary.
  • Coordinate or collaborate with other FBI components as needed to surface, develop, and resolve various issues encountered.
  • Propose new methods and procedures for the approval and affirmation of clearances, including SCI/Regulations, FISs, and/or EO and DOJ Orders.
  • Conduct security assessment investigations and provide recommendations to the FBI HQ.
  • Review and evaluate requests for investigations concerning security clearances.
  • Prepare a detailed analysis of all information developed, including potential remedial or precautionary actions to meet minimum security standards.
  • Assist with briefings and debriefings of individual cases as necessary.
  • Upload all official documents into the designated system of record, management, workflow, or tracking systems, files, and/or sub-files.

Minimum Experience Requirements:

  • A minimum of nine (9) years of experience in the personnel security investigative or investigative analyst domain.
  • Bachelor's Degree with two (2) years of experience or an associate degree with four (4) years of experience, or eight (8) years of federal, state, local, or military law enforcement experience in lieu of a bachelor's degree or sixteen (16) years in lieu of a Master's Degree.
  • Current TS security clearance and the capability to obtain SCI access, which includes the requirement to pass a security CI polygraph examination.
  • Experience in conducting and interpreting database checks and credit reports.
  • Experience in performing routine office administrative support functions.
  • Demonstrated analytical ability to critically review and analyze various types of incoming material and investigative reports to identify potential security vulnerabilities and viable investigative leads.
  • A minimum of four (4) years of experience in developing and writing Reports of Investigation that form the basis for the creation of investigative records.

Proficient computer skills to include:
o Expert knowledge of Microsoft Office software applications (Word, Excel, Outlook, PowerPoint)

o Utilization of the Internet for research and/or open-source checks in support of investigations.

  • Experience with various Federal LE and IC IT systems for conducting automated record checks.
  • Knowledge of and experience with applicable commercial and Federal Government database systems.
  • Experience in performing database searches for information related to personnel security matters.
  • Management and updating of personnel security documentation files.
  • Responsibility for the security of program data and materials.
  • Processing security clearance and BI documentation in preparation for adjudication.
  • Preparation of documentation for Government agencies and clients.
  • Experience in executing multiple administrative tasks involving database queries, filing, processing mail, and conducting audits.
  • Excellent oral and written communication skills.
  • Demonstrated knowledge and experience in conducting established Federal Government standards for investigations, BIs, and security investigations related to suitability and security standards.
