About the Role

THOR Solutions is seeking a seasoned Marine Engineering Program Manager to support the United States Coast Guard's Ship Design Team in Washington, DC.

The ideal candidate will have prior experience overseeing contractor support operations and providing direction to engineers and technical experts.

Key Responsibilities
  • Oversight of contractor support operations, ensuring timely completion and effective resource utilization.
  • Leadership and guidance to engineers and technical experts, promoting contract execution and project management best practices.
  • Coordination with government functional leads to prioritize work, schedule tasks, and monitor employee performance.
  • Management of contractor travel expenses, direct expenses, progress reporting, and workload metrics, adhering to government requirements.
  • Onboarding and offboarding processes for contractor employees, ensuring seamless transitions.
  • Recommendations for personnel movement to new projects, tasks, or programs based on activity levels.

Location: Full-time onsite at USCG Headquarters in Washington, DC. Limited local remote flexibility may be available with customer approval.

Travel: Up to 10% anticipated for ship checks.

Requirements
  • Bachelor's Degree in a Technical, Engineering, or Marine discipline from an ABET-accredited institution, relevant to the field.
  • Ten years of documented experience related to engineering efforts supporting naval vessels.
  • Five years of documented experience in engineering management of a contractor support team for DoD ACAT I or DHS Level I programs.
  • Five years of programmatic, engineering, or acquisition experience supporting projects out of USCG Headquarters.
  • PMP Certification and proficiency in common productivity software.
  • Strong communications skills and ability to lead large cross-functional engineering teams.
  • Additional certifications, such as PE License or DHS Systems Engineering Certification, preferred.
