Job Overview

THOR Solutions, LLC is seeking a seasoned Marine Engineering Program Manager to lead the US Coast Guard's Ship Design Team in Washington, DC. As a key member of our team, you will oversee and manage contractor support operations, providing strategic direction to engineers and technical experts in contract execution.

About the Role

We are looking for a highly experienced professional with a strong background in engineering management, specifically in supporting naval vessels and DoD ACAT I or DHS Level I programs. Your expertise should include project management, system engineering, and acquisition experience, with a proven track record of leading large cross-functional teams to complete complex tasks under tight deadlines.

Responsibilities

- Oversee and manage contractor support operations, ensuring seamless execution of contracts and effective labor utilization.
- Provide strategic direction to engineers and technical experts, guiding them in contract execution and performance improvement initiatives.
- Collaborate with government functional leads to prioritize and schedule work, monitoring execution through both government and contractor information systems and workflow tools.
- Account for contractor travel expenses, direct expenses, and progress reporting, as well as workload metrics required by the Government.
- Coordinate the onboarding/offboarding process for contractor employees, ensuring a smooth transition and minimal disruption to ongoing projects.
- Provide recommendations for personnel movement to new projects, tasks, or programs, leveraging your expertise to optimize resource allocation and maximize productivity.

Requirements

- Bachelor's degree in a Technical, Engineering, or Marine discipline from an ABET-accredited institution, with a Master's degree preferred.
- Ten (10) years of documented experience in engineering efforts supporting naval vessels, with five (5) years of experience in engineering management of a contractor support team for DoD ACAT I or DHS Level I programs.
- Five (5) years of programmatic, engineering, or acquisition experience supporting projects out of USCG Headquarters, with a strong understanding of federal ship or boat building acquisition programs.
- Ability to lead large cross-functional teams, adapting to frequent changing priorities and competing demands, with excellent communication and interpersonal skills.
- PMP Certification, with additional certifications such as PE License, DHS Systems Engineering Certification, or DHS Program Management Certifications being a plus.

Salary and Benefits

This role comes with a competitive salary range of $135,000 - $165,000, depending on experience and qualifications.
