Construction Project Manager

We are seeking a highly skilled Construction Resident Engineer to join our team at the Metropolitan Transit Authority of Harris County, Texas. As a key member of our construction team, you will be responsible for managing construction projects, ensuring they are completed on time, within budget, and to the required quality standards.
Key Responsibilities- Manage construction projects from start to completion, ensuring they are built correctly and meet all applicable regulations.
- Lead a team of Site Representatives and work collaboratively with the METRO QC Manager and Contractor's QC Manager to resolve quality issues.
- Coordinate with design teams, public engagement, and third-party stakeholders to ensure successful project delivery.
- Manage testing and inspection consultants, review their reports and invoices, and ensure compliance with Buy America requirements.
- Prepare project bid documents, learning project plans, specs, contract, schedule, and payment application contents.
- Conduct constructability reviews on upcoming project plan sets and ensure compliance with Buy America requirements.
- Lead project meetings, ensure project sites are safe, and ensure projects are completed on time.
- Prepare and review payment applications, ensure they are submitted on time, and alert the Director of Construction to potential issues.
- Assist in FTA reporting, weekly METRO project updates, and coordinate with other METRO departments as needed.
- Initiate project filing structures and configure ATSER/PMIS/or other software for the project.
- Provide excellent customer service to METRO internal and external customers.
- Apply SMS (Safety Management System) methods and principles in daily routine and support all aspects of the agency's Public Transportation Agency Safety Plan (PTASP).
- College degree in engineering required. Texas Professional Engineering (PE) License required, or able to be acquired within 6 months.
- Minimum of seven (7) years' experience in horizontal or vertical project construction or design, construction experience required. Knowledge of working in public sector preferred, but not required.
- Proficient in the use of PCs and related applications/software; Microsoft Office; Word, Excel, Power Point, and Outlook required.
- Excellent verbal and written communications skills. Strong organizational skills with the ability to prioritize work and handle multiple tasks simultaneously.
