Position Title: Senior Associate Architect or Engineer, Capital Projects

About the Organization:

The University of Tennessee System encompasses various campuses and institutes across the state, including Knoxville, Chattanooga, Martin, and Pulaski, along with the Health Science Center in Memphis and the Space Institute in Tullahoma. This extensive network serves all 95 counties in Tennessee, providing educational opportunities, research initiatives, and community outreach.

Role Overview:

The Senior Associate Architect or Engineer will be responsible for managing capital projects primarily in East Tennessee, focusing on the University of Tennessee campuses and affiliated institutes. This role involves overseeing projects from initial programming through to construction completion, assisting in the planning and administration of the University's Capital Program.

Key Responsibilities:

  • Evaluate and select Architects/Engineers and Contractors for capital projects.
  • Provide assessments and feedback throughout the design and construction phases.
  • Coordinate design services and capital projects, reviewing designs at each stage, including:
    • Reviewing and recommending payments for design service providers during the design and construction phases.
    • Coordinating bidding processes, evaluating bids, and recommending contract awards.
    • Overseeing construction activities, including contractor shop drawings and other submissions.
    • Conducting field inspections, progress meetings, and resolving issues, including reviewing change orders and approving contractor payment requests.
    • Facilitating substantial and final completion inspections, delivering project records, and providing training for facilities management.
    • Collecting feedback from building occupants through post-occupancy evaluations.
  • Assist the Department of Capital Projects in reviewing submissions for all capital initiatives.
  • Coordinate project site selection for specific capital projects.
  • Develop and evaluate facility programs for new and renovation projects.
  • Support master planning efforts and updates for campuses, including facility assessments.

Qualifications:

Minimum Requirements:

The ideal candidate will possess a Bachelor's Degree and have at least 5 years of experience as a registered professional, holding a valid license as an architect or engineer.

The candidate should demonstrate:

  • Technical expertise and judgment for identifying and resolving potential issues.
  • Experience collaborating with external design professionals and contractors.
  • Background in design, project management, and construction management.
  • Ability to manage multi-disciplinary projects and coordinate among various teams.
  • Strong written and verbal communication skills, with the ability to engage effectively with government officials and architectural and engineering professionals.

Preferred Qualifications:

Experience in facilities management within higher education settings is preferred.
