Position Overview

The Commonwealth of Virginia is seeking an experienced Infrastructure Manager to assist the District Maintenance Engineer in executing the district's maintenance strategy and overseeing the infrastructure management program. This role involves the coordination of various maintenance initiatives, including the Roadside Program, Pavement Management Program, and Emergency Response Programs, ensuring effective support for Area Maintenance Engineers.

Key Responsibilities

  • Utilize comprehensive knowledge of transportation challenges and sound public policy to address complex issues affecting multiple transportation initiatives.
  • Identify potential obstacles that may hinder the success of ongoing transportation projects and proactively develop solutions.
  • Implement and refine procedures and best practices to enhance operational efficiency.
  • Manage budgets for assigned program areas, ensuring financial accountability and compliance with allocations.
  • Develop strategic plans and performance metrics, assessing operational effectiveness and initiating corrective actions as necessary.
  • Provide technical direction and support to a diverse range of stakeholders, facilitating collaborative solutions to intricate challenges.
  • Represent the organization in various committees and meetings, fostering strong relationships with maintenance staff and stakeholders.
  • Oversee the administration of the Roadside, Pavement, Emergency Response, and Performance Management programs, ensuring adherence to regulations and performance targets.
  • Build and maintain partnerships with internal and external stakeholders, addressing concerns and gathering feedback on program operations.
  • Direct operations for assigned program areas, ensuring consistency and effectiveness across the organization.
  • Manage maintenance service needs analysis and communicate best practices to district maintenance teams.
  • Participate in leadership groups and committees, contributing to district-wide maintenance strategies.
  • Ensure that maintenance managers and staff are prepared to respond to severe weather events, leading the Emergency Response team as necessary.

Minimum Qualifications

  • Valid driver's license.
  • Extensive knowledge of highway maintenance and transportation engineering principles.
  • Experience in contract development and administration.
  • Proficient in data management and analysis.
  • Strong interpersonal skills for effective interaction with customers and stakeholders.
  • Knowledge of federal and state transportation regulations.
  • Ability to lead teams and achieve desired outcomes.
  • Experience in budget development and management.

Additional Considerations

A combination of education, training, or experience in Engineering, Business Administration, or Public Administration is preferred. Experience in highway maintenance or construction projects, as well as financial management, is highly valued.
