Job Overview

Obsidian Solutions Group LLC is in search of a skilled Aviation Command and Control Analyst to support the External Elements (EXELMS) section of MSTP, focusing on the design, planning, and execution of MEF/MEB-level exercises.

Key Responsibilities

  • Conduct thorough research on operational strategies, analyze aviation command and control processes, and identify theater-specific capabilities for effective C2 of aviation.
  • Develop comprehensive exercise planning materials, including Joint/Combined Air Operations Plans and Concepts of Operation (CONOPS), while engaging with the training audience to capture and integrate training objectives into the exercise framework.
  • Facilitate all stages of the Joint Exercise Life Cycle (JELC) to ensure the comprehensive utilization of air power in MSTP-led exercises and wargames.
  • Strategize the deployment of joint/combined airpower at both tactical and operational levels, creating relevant aviation scenarios and exercise materials to seamlessly incorporate airpower strategies into educational sessions.
  • Provide coaching and mentorship to the training audience, up to the O-6 MEF Assistant Chief of Staff level.
  • Serve as the primary point of contact for Air Tasking Order (ATO) Production during MSTP-led exercises.
  • Engage in the development of scripted, scenario-based Air Operations planning events as part of the Master Scenario Events List (MSEL) aimed at stimulating training audience participation.
  • Lead the ATO development and production efforts as part of the exercise design team, collaborating with the training audience lead to define training scope and methods, aligning exercise objectives with measurable training activities, and establishing information exchange requirements.
  • Participate in reviews and structured walkthroughs of exercise design and training events, operation orders, and plans, as well as JTF/component command level battle rhythm events.
  • Act as a vital liaison between the simulated Air Operations Center and the Higher and Adjacent Headquarters staff.
  • Adapt work hours as necessary to accommodate extended operations during events.

Qualifications

  • Experience in ATO Production within a CAOC/AOC/JAOC environment is required.
  • Must be a former military pilot, navigator, Naval Flight Officer, Electronic Warfare Officer, or Electronic Countermeasures Officer.
  • Proven background in planning and executing Joint airpower deployment in a Combined Air Operations Center (CAOC), Joint Air Operations Center (JAOC), or Air Force Air and Space Operations Center (AOC).
  • Possess in-depth knowledge of the Air Operations planning process, C2 processes, and joint doctrine related to air operations.
  • Experience in drafting orders in accordance with CJCSM A, 4 February 2019, Planning and Execution Formats and Guidance, and NATO Order format.
  • Completion of Intermediate Service School is essential.
  • Demonstrated knowledge and operational experience in developing ATO products for the deployment and employment of aviation in Joint/Combined operations.
  • Familiarity with military doctrine, tactics, and command relationships at the operational command level is required.

Preferred Skills

  • Direct involvement in real-world operations is preferred.
  • Recent Active-Duty experience (within 5 years) in an AOC ATO Production role is advantageous.
  • Mid-Senior-Level – Bachelor's Degree or equivalent with 12+ years of direct relevant experience.
  • Experience in developing events to support a Master Scenario Events List (MSEL) is desirable.
  • Proficiency in MS Word, Excel, Adobe, and Outlook is expected.
  • Strong verbal, written, interpersonal, communication, and presentation skills are essential.

Work Environment

  • Normal office environment.

Travel Requirements

  • Willingness to travel 25-40% as needed.
