Job Overview

OBJECTIVE AND SCOPE:

The Financial Operations Manager, Administrative Services, plays a pivotal role in budget oversight, financial planning, and fiscal analysis. This position is responsible for generating, reviewing, and presenting reports and presentations for division and campus leadership. Ensures adherence to local, state, and federal regulations, along with LSC policies and procedures. Collaborates across LSC campuses on various special initiatives, evaluates business strategies, and guarantees that standard operating procedures (SOPs) are uniform across campuses and reflect best practices. A detail-oriented individual with a strong analytical mindset is essential for exercising sound judgment and discretion, particularly when handling sensitive and confidential information.

KEY RESPONSIBILITIES

  1. Oversees and directs full-time and/or part-time staff as needed. Provides guidance, resolves issues, prepares schedules, sets deadlines to ensure workflow efficiency, and fosters a culture of excellence through training and supervision, in alignment with cultural beliefs.
  2. Manages daily operations of the campus finance department, including accounts receivable, accounts payable, journal entries, procurement, position management, and resolving complex accounting challenges.
  3. Monitors expenses and budgets, offering proactive budgetary recommendations.
  4. Conducts research, compiles data, analyzes information, and creates detailed reports, proposals, job aids, and presentations using approved branding and tools.
  5. Delivers presentations at various workshops, training sessions, and information-sharing events.
  6. Collaborates with and provides ongoing support to all campus budget managers, serving as the primary contact and Subject Matter Expert (SME) for campus financial teams.
  7. Assists the Director in managing the annual budget development process for the college and Administrative Services, including operational and capital budgets.
  8. Works collaboratively across LSC campuses to identify, develop, and implement consistent best practices, key performance indicators, and re-engineer SOPs to ensure efficiency, documentation, and transparency.
  9. Ensures compliance with local, state, and federal regulations, as well as audit compliance with LSC policies and procedures.
  10. Acts as a resource for the broader division across LSC campuses to maintain normal business operations as required.
  11. Responsible for other related duties as assigned.

PHYSICAL REQUIREMENTS:

The position is primarily sedentary, with the employee typically sitting comfortably to perform tasks. Some walking, standing, bending, and carrying of light items, such as papers or books, may be required. No special physical demands are necessary to fulfill the role.

WORK SCHEDULE AND CONDITIONS:

  • May require travel to various LSC locations.
  • May involve reassignment to other LSC locations as necessary.
  • May necessitate working weekends and non-traditional hours when required.
  • Utilizes equipment such as a PC or laptop workstation operating in a Microsoft Windows environment, phone, and other general office tools.
  • Engages with internal and external contacts as needed to perform job functions.
  • Work is conducted in a climate-controlled office with minimal exposure to safety hazards.

REQUIRED QUALIFICATIONS:

  • Bachelor's degree and three years of experience in accounting and/or finance, or an equivalent combination of education and experience.

PREFERRED QUALIFICATIONS:

  • Bachelor's degree in finance, accounting, business, or a related field.
  • Experience with PeopleSoft.
