Position Overview

This role is situated within the Department of Homeland Security (DHS), specifically within the Immigration and Customs Enforcement (ICE) division, focusing on Enforcement and Removal Operations (ERO). The selected candidate will report directly to the Clinical Director at the site and will hold a supervisory role.

Eligibility Criteria

This position is exclusively available to current USPHS officers and candidates for Call to Active Duty (CAD).

Agency Clarification

Applicants must be current USPHS Commissioned Corps Officers or USPHS Call to Active Duty (CAD) candidates. Civilian applicants are not eligible for this role.

Key Responsibilities

PRIMARY DUTIES:

  1. Act as the direct supervisor and evaluator for federal Advanced Practice Providers (APP), including Physician Assistants and Nurse Practitioners at IHSC facilities.
  2. Lead and oversee the onboarding and training processes for APPs.
  3. Engage in national training initiatives for APPs as necessary.
  4. Assist in the credentialing and privileging processes as required.
  5. Supervise the APP peer review processes.
  6. Collaborate with the Clinical Director to enhance clinical leadership.
  7. Manage the work schedules of APPs at IHSC facilities.
  8. Organize regular on-site meetings and training sessions for APPs.
  9. Serve as Acting Regional APP or Acting Chief APP when necessary.
  10. Provide direct medical care to detainees through scheduled appointments and urgent care visits.
  11. Perform duties as outlined in the IHSC Advanced Practice Provider Collaborative Practice and Prescriptive Authority Agreement.
  12. Consult with the physician/Clinical Director regarding complex medical and psychiatric cases as dictated by IHSC policy.
  13. Deliver infirmary care, including admissions, discharges, and daily rounds for detainees requiring advanced medical attention.
  14. Conduct comprehensive evaluations, behavioral health care, and minor outpatient surgical procedures as needed.
  15. Utilize knowledge of pharmacology when prescribing medications.
  16. Coordinate healthcare needs for detainees, including referrals to external specialists.
  17. Interpret diagnostic and laboratory results.
  18. Manage tuberculosis treatment protocols, including Direct Observation Therapy (DOT).
  19. Implement infection control measures in line with IHSC guidelines.
  20. Adhere to universal precautions and ensure proper disposal of medical waste.
  21. May act as a medical escort for detainees during necessary transport.
  22. Facilitate communication with detainees requiring language assistance or those with communication disabilities.
  23. Provide health education to detainees, utilizing both verbal and written materials.
  24. Document patient interactions in compliance with IHSC policies.
  25. Uphold patient confidentiality and secure medical records.
  26. Maintain readiness for duty and current CPR/BLS certification.
  27. Engage in ongoing professional development through continuing education.
  28. Complete all assigned training and adapt to changing work requirements.
  29. Perform additional duties as assigned.
Qualifications

Conditions of Employment:
  • Must be a U.S. citizen.
  • Must pass a background investigation.
  • Must pass a drug screening.
  • Males born after 12/31/59 must certify registration with Selective Service.
  • Must meet all qualifications by the closing date of the announcement.
  • Upon appointment, a commitment of 18 to 24 months to IHSC is required.
Required Knowledge, Skills, and Abilities:
  1. Physician Assistant: Unrestricted state license and national board certification required.
  2. Nurse Practitioner: Unrestricted state license and national board certification required.
  3. Minimum of six years of full-time clinical experience as a PA or NP.
  4. Two years of supervisory experience.
  5. Maintain current licensure and DEA registration for prescribing controlled substances.
Preferred Qualifications:
  1. Experience within the IHSC health system.
  2. Background in correctional healthcare.
  3. Certification as a Correctional Healthcare Professional (CCHP).
  4. Familiarity with IHSC policies and public health preparedness.
  5. ACLS and ATLS certifications.
