Position Summary:
The primary focus of this role is to oversee the implementation and management of the Lead and Copper Rule (LCR) Program and the Cross Connection Control/Backflow Prevention Program in compliance with regulations applicable to Pennsylvania and Delaware.

This position involves coordinating various project tasks, including service line replacements, maintaining lead and copper service line inventories, and assisting the Water Quality Team with sampling and inspections. Collaboration with departments such as Communications, Customer Service, GIS, Operations, T&D, and Production is essential to keep internal staff informed about ongoing activities. Additionally, this role serves as a liaison with regulatory agencies to ensure long-term compliance with the EPA's Lead and Copper Rule.

Key Responsibilities:

  • Implement all requirements of the Lead and Copper Rule and its revisions.
  • Maintain and update lead and copper service line inventories using GIS.
  • Manage the Lead and Copper Rule Compliance Program, including the deployment of lead service replacement plans.
  • Oversee project management of selected vendors to ensure adherence to backflow and cross-connection plans.
  • Provide service line material inventories to state regulatory agencies by established deadlines.
  • Update regulatory Cross Connection Control reports regularly.
  • Lead steering committee meetings for the Mid-Atlantic region regarding Lead and Copper Rule compliance.
  • Develop and implement quality assurance and quality control measures for customer service line inventory surveys.
  • Provide training on backflow prevention, lead and copper issues, and water distribution topics.
  • Ensure compliance with federal, state, and local regulations, including the International Plumbing Code and ASSE standards.
  • Communicate effectively with staff to integrate workforce management systems.
  • Develop and implement sampling plans and standard operating procedures.
  • Perform additional tasks as assigned.

Qualifications:

  • Bachelor's degree in a relevant field such as Engineering, Business, or Environmental Sciences, or equivalent work experience in project management.
  • A minimum of 5 years of project management experience.
  • Familiarity with environmental regulatory frameworks and drinking water quality standards is highly desirable.
  • Proven ability to coordinate internal resources and third-party vendors for successful project execution.
  • Experience managing budgets and adhering to project timelines.
  • Knowledge of water distribution systems and associated materials.

Skills and Abilities:

  • In-depth knowledge of ASSE standards.
  • Exceptional project management and presentation skills.
  • Ability to make informed decisions within budget constraints.
  • Intermediate proficiency in Google software.
  • Strong problem-solving, analytical, and quantitative skills.
  • Excellent organizational capabilities.
  • Effective communication and interpersonal skills, both written and verbal, with the ability to engage with all levels of management and regulatory agencies.
