Job Summary

The Hawaii State Department of Education is seeking a highly skilled and culturally sensitive individual to fill the position of Bilingual/Bicultural School-Home Liaison. This role requires strong communication and interpersonal skills, as well as the ability to work effectively with diverse populations.

Key Responsibilities
  • Serve as a liaison between parents, schools, and project personnel to promote cooperation and understanding.
  • Assist in solving students' educational and related problems.
  • Disseminate project information and explain school programs, policies, and procedures to parents.
  • Translate and relate parents' concerns to project and school staff.
  • Seek community resources and maintain a file of these resources.
  • Suggest parents and community members with special skills as resource persons in the classrooms.
  • Encourage parents to participate in school activities.
  • Assist in organizing Parent Advisory Groups and encourage parent participation.
  • Assist in planning and developing projects to increase parent participation in school-related activities.
  • Plan and conduct information and interest sessions for parents.
  • Assist in translating information on various social and health programs.
  • Participate in various training programs and prepare activity reports.
Requirements
  • Two years of paid or volunteer work experience in which the applicant worked with individuals and groups and was required to possess the following ability or demonstrated same:
  • Understand and explain various materials related to the program/project/activity.
  • Establish and maintain rapport with individuals and groups and encourage participation in program/project activities.
  • Speak effectively with individuals and groups and to elicit pertinent information.
  • Plan and conduct group information sessions.
  • Prepare activity reports.
  • Recognize and identify basic individual human needs.
Specialized Experience Requirement
  • At least one year's experience that provided the applicant with the following knowledge and skills:
  • Knowledge of Marshallese culture.
  • Ability to speak, read, write, and understand Marshallese language.
  • Ability to establish and maintain rapport with Marshallese communities.
License Requirement

Some positions require possession of a valid motor vehicle operator's license to drive in the State of Hawaii.

Substitutions Allowed
  • Successful completion of a one-year Human Services Curriculum leading to a certificated of Achievement at an accredited Community College and which included field experience in Community Service may be substituted for one year of general experience.
  • Successful completion of a two-year Human Services Curriculum leading to a degree at an accredited Community College and which included field experience in Community Service may be substituted for the general experience requirement.
  • Partial completion of a substantially full-time Human Services Curriculum at an accredited Community College and which included field experience in Community Service may be substituted for the general experience on a month-for-month basis.
Quality of Experience

Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.

Salary

The advertised salary is based on full-time employment and includes shortage and school year differentials, if applicable.
