Strategic Operational Solutions, Inc. (STOPSO) is in search of a dynamic leader for the role of Director of Strategy and Solutions. This position is crucial for driving business growth through the acquisition of new contracts within the Department of Defense (DoD) and Federal/Civilian Sector markets. The selected candidate will spearhead efforts to identify and secure opportunities that align with STOPSO's strategic objectives while leading a dedicated solutions team.
Your main responsibilities will include formulating and implementing detailed capture strategies, developing competitive solutions, and ensuring that proposal documents effectively address the unique needs of customers while meeting evaluation criteria for high-scoring submissions. This role requires a hands-on approach to managing the pipeline from opportunity identification through pre-award activities, ensuring the maturation of solutions throughout the capture management lifecycle.
Key Responsibilities:
- Craft and execute detailed capture strategies for targeted opportunities, which involves analyzing customer requirements, competitive dynamics, and formulating a compelling value proposition.
- Lead a team of solution experts to create customized technical offerings.
- Collect and analyze customer requirements to develop a focused win strategy and engage customers effectively.
- Evaluate customer and program priorities to derive insights that inform win themes and highlight distinctive advantages.
- Conduct competitive analysis to assess strengths and weaknesses, enabling differentiation from competitors.
- Establish and nurture relationships with key stakeholders, including clients, partners, and internal teams, to ensure alignment throughout the capture and proposal phases.
- Collaborate with subject matter experts to design innovative solutions that meet customer needs and comply with evaluation criteria.
- Identify and mitigate risks related to opportunities, including technical and financial challenges, and develop contingency plans as necessary.
- Work alongside the pricing team to conduct price-to-win analyses, optimizing pricing strategies while ensuring profitability.
- Assist in contract negotiations to secure favorable terms for the organization.
- Review proposal documents to ensure alignment with evaluation criteria and consistency in win strategies.
- Participate in internal briefings and reviews, documenting lessons learned and facilitating strategy sessions.
- Proactively resolve challenges and maintain effective communication with stakeholders through various collaboration tools.
- Support the drafting of non-technical sections of proposals in collaboration with internal teams.
- Continuously assess and enhance the organization's capture processes and methodologies for improved efficiency.
Qualifications:
- Bachelor's degree in Management, Business, Finance, Communications, or a related field (additional experience may substitute for formal education).
- A minimum of six years of proven success in leading capture efforts for contracts exceeding $25M in the federal sector.
- In-depth understanding of the business development lifecycle and capture management processes.
- Familiarity with federal procurement procedures and various contract types.
- Ability to manage multiple priorities and meet deadlines effectively.
- Strong analytical skills and experience with contract vehicles.
- Excellent communication and presentation skills.
- Demonstrated leadership capabilities.
- Proficiency in Microsoft Office Suite and SharePoint.
- Strong organizational skills and work ethic.
- Must be a U.S. Citizen.
- Willingness to travel up to 25% as needed.
Preferred Qualifications:
- Advanced degree in a relevant field.
- Active membership in APMP.
- APMP Capture Practitioner Certification.
