Position Overview: The selected contractor will deliver advanced A&AS support to the J61 Architecture and Engineering Division, ensuring that the Command's IT framework and engineered solutions align with established requirements and effectively serve USSTRATCOM's needs. The contractor's contributions will facilitate informed decision-making regarding IT optimization, modernization, and maintenance strategies.

Key Responsibilities:
  • Provide expert-level engineering for server operating systems (Windows / Unix / Linux), focusing on enterprise-level datacenter architecture using innovative techniques and software-defined methodologies for IaaS / PaaS frameworks.
  • Leverage a minimum of ten (10) years of experience as a Systems Engineer, with proven expertise in supporting Systems Engineering Processes and associated Technical Processes, including: Requirements Tradeoff, Architecture Design, Cost Estimation, Technical Assessments, Technical Planning, Configuration Control Boards, Capabilities Based Assessments, Integrated Baseline Review, Lifecycle Sustainment Planning, Information Assurance/Cybersecurity, Requirements Traceability, Systems Engineering Plan, Work Breakdown Structure, and Technical Audits. Refer to the DoD Systems Engineering Guidebook for detailed definitions of these processes.
  • Demonstrate documented Project Management capabilities, with at least two (2) years of experience in overseeing and evaluating complex IT projects. A Project Management Professional (PMP) certification may substitute for one (1) year of Project Management experience.
  • Possess training or experience relevant to the design, deployment, and maintenance of systems that adhere to DoD cybersecurity standards and regulations, including the DoD 8500 series Directives and Instructions, DoD 8100 series Directives, and CNSSI 1253.
  • Be prepared to meet Cyber certification requirements as the USSTRATCOM 8140 Cyber Workforce program evolves, with potential certification costs borne by the Contractor.
  • Exhibit strong written and verbal communication skills, with at least five (5) years of experience in creating and delivering complex documentation and presentations for senior leadership.
Preferred Qualifications:
  • Certifications in Windows or Unix / Linux server management are highly advantageous.
  • Experience with LDAP, Red Hat Identity Management, Microsoft Active Directory, MECM, and WSUS is preferred.
Educational Background:
  • A Master's degree in any engineering discipline or Computer Science can replace six (6) years of Systems Engineering experience.
  • A Bachelor's degree in any engineering discipline or Computer Science can replace four (4) years of Systems Engineering experience.
