Job Title: Chief Safety Officer

Job Summary:

The Chief Safety Officer is responsible for leading and overseeing the development, implementation, and ongoing management of the department's comprehensive safety program for solid waste field operations staff. This includes direct supervision of safety personnel and staff involved in code enforcement activities, ensuring that all safety protocols are rigorously followed.

The Chief Safety Officer will serve as a critical liaison between Operational staff and Human Resources safety teams to maintain alignment and consistency in safety practices across the department.

The Chief Safety Officer is expected to perform all duties with a strong commitment to quality, safety, and compliance, working independently with minimal supervision upon completion of training and effectively contributing as part of a collaborative team.

Key Responsibilities:
  • Lead the design, implementation, and continuous enhancement of a robust safety program tailored for solid waste field operations.
  • Supervise safety staff and those who support code enforcement to create and maintain a safe working environment.
  • Foster a culture of safety within the department by promoting awareness and strict adherence to SWS safety policies.
  • Conduct trend analysis and use data to inform safety programming.
  • Prepare and submit all necessary compliance, operational, and safety reports.
  • Ensure that all facilities, staff, and equipment meet safety standards, including the management of testing, monitoring, emergency protocols, certifications, and reporting requirements.
  • Plan, administer, and coordinate the daily operations of the assigned code enforcement and inspections programs.
  • Analyze current processes and implement effective methods and procedures to enhance operational efficiency and compliance.
  • Provide expert support for the most complex and challenging operational assignments, ensuring all activities meet regulatory standards.
  • Continuously assess and improve safety programs, incorporating best practices and new regulatory requirements.
  • Develop and deliver safety training programs for field operations staff, focusing on risk prevention, hazard recognition, and emergency response procedures.
  • Act as the primary representative for the assigned services program, offering technical direction and guidance.
  • Interpret and apply relevant regulations and policies, and provide actionable recommendations and solutions to resolve compliance issues.
  • Engage with internal and external stakeholders to communicate program objectives and outcomes.
Requirements:
  • High School Diploma or GED and four years of related inspection and enforcement experience.
  • OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire.
Preferred Qualifications:
  • Bachelor's degree in environmental sciences or an engineering degree in environmental or civil.
  • Previous experience related to solid waste management, utilities, landfill maintenance and management, and site and facility storm water compliance.
  • OSHA 10 and OSHA 30 certifications.
Working Conditions:

Work is performed in both the field and in an indoor office environment with frequent exposure to hazardous physical conditions, frequent exposure to atmospheric conditions, moderate exposure to hazardous materials, frequent exposure to environmental conditions, and moderate exposure to intense noise or travel.
