Position Summary:
The
Financial Management Analyst - DTS Accounting Operations role is essential in providing expert technical guidance and support to financial and budget analysts within the Defense Health Agency Financial Operations Division.

Key Responsibilities:
Extensive expertise in GFEBS (General Funds Enterprise Business System) is required in the following areas:

  • Evaluate and process MIPRs (direct cite and reimbursable), PRs, and POs.
  • Establish, maintain, and revise WBS elements in GFEBS.
  • Generate and assess IDOC error reports (DTS, AXOL, DCPS, etc.).
  • Correct IDOC errors.
  • Extract, analyze, and disseminate status of funds reports, including open commitments and obligations.
  • Assist with Year-End accounting closeout processes.
  • Investigate and reconcile commitments to obligations and disbursements to ensure accurate accounting transactions.
  • Extract Unmatched Transactions (UMT) and Unliquidated Obligations (ULO) reports for research and remediation.
  • Process travel-related documents for clients (e.g., DTS).
  • Utilize various automated systems for financial execution data processing, including GFEBS, DTS, DPAS, EDA, PBAS, PRWeb, and AXOL.
  • Employ Defense Agencies Initiative (DAI) to analyze and resolve Unmatched Disbursements.
  • Utilize financial management systems to research and rectify irregular account balances such as UMT, ULO, UMD, and IDOC errors, including prior year cleanup activities.
  • Develop and maintain accounting reconciliations using advanced Excel techniques such as pivot tables and VLOOKUPs for periodic reporting.
  • Assist with the development and review of Financial Management Standard Operating Procedures (SOP).
  • Complete ad-hoc requests related to tracking expenditures, commitments, etc.
  • Manage auditor requests and facilitate submissions by specified deadlines.
  • Monitor and maintain financial transactions and data entry for various categories including Travel, Training, and Utilities.
  • Conduct research, analysis, and reconciliation of accounting data entries for discrepancies related to acquisitions and financial execution.
  • Develop a comprehensive understanding of the client's mission and objectives.
  • Provide support for contract PMO activities.
  • Compile and review weekly/monthly status reports.
  • Assist with Business Development as needed.
  • Willingness to travel for client-related needs.

Education & Experience Requirements

Education:
  • Bachelor's Degree in Financial Management, Financial Analysis, Managerial Finance, Accounting, Business, or a related discipline, or equivalent experience.

System Experience:
  • Experience with General Fund Enterprise Business Systems (GFEBS) is mandatory.
  • Familiarity with Defense Agencies Initiative (DAI) is advantageous.
  • Proficiency in MS Office Suite - Word, PowerPoint, Visio, Outlook, and Excel.
  • Experience with systems such as WAWF, DCAS, MOCAS, Vendor Pay, DTS, AXOL, and EDA is preferred.

Experience:
  • Extensive experience in Financial Improvement, Reimbursables, and Spending Chain modules within GFEBS.
  • A minimum of 5 years in DoD accounting analysis, budget execution, or financial management.
  • At least 3 years of direct experience with Defense Health Program operations or similar roles.
  • Demonstrated knowledge of DoD, Defense Health Program, and Federal budgetary and accounting methods, regulations, and policies.
  • Understanding of the Federal budget execution process for obligations, expenditures, and year-end closeout.
  • Familiarity with the Statement of Budgetary Resources (SBR) and U.S. Standard General Ledger (USSGL).
  • Strong written and verbal communication skills.
