Position Overview:
The Office of the Chief Financial Officer (OCFO) is seeking a dedicated Senior Financial Planning Analyst to enhance the fiscal management and accountability of the Government of the District of Columbia.

Role Summary:
This pivotal role is situated within the Government Operations Cluster (GOC) of the OCFO. The incumbent will act as the primary budget authority for their designated department, tasked with the formulation, justification, and oversight of budgetary processes.

Key Responsibilities:
- Collaborate with program directors and internal stakeholders to construct the comprehensive agency budget.
- Ensure the precision and sufficiency of budget proposals submitted; spearhead the creation, implementation, analysis, and assessment of the annual budget for the program.
- Conduct thorough budget analyses of overall budgets to prepare for quarterly Financial Reviews Process (FRP); monitor and evaluate expenditures to ascertain if additional funding is necessary for specific sectors or if funds can be reallocated.
- Undertake essential research to validate budget recommendations and clarify discrepancies.
- Address complex resource management funding challenges and provide solutions for intricate issues presented by junior analysts.
- Execute other related responsibilities as required.

Minimum Qualifications:
Applicants should possess a minimum of five (5) years of progressive experience in budget formulation and development, demonstrating expert knowledge of budgetary management, policies, and regulations, as well as the ability to resolve intricate budgetary challenges.
