To qualify, candidates must meet the Basic Requirements outlined below.

Experience includes both paid and unpaid roles, encompassing volunteer work through National Service programs and other organizations.

Credit will be given for all relevant experience, including volunteer activities.

Basic Requirements for Financial Systems Analyst:

Education:

A Bachelor's degree (or higher) in accounting or a related field such as business administration, finance, or public administration, which includes or is supplemented by 24 semester hours in accounting.

The 24 hours may include up to 6 hours of business law.

OR

Combination of Education and Experience:

A minimum of 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include one of the following:

- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality, including up to 6 hours of business law; OR
- A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR


- Completion of degree requirements that included substantial coursework in accounting or auditing, e.g., 15 semester hours, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field; AND (b) a panel of at least two higher-level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and related fields that equals the breadth, depth, currency, and level of advancement associated with successful completion of the 4-year course of study described above; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic requirement above, candidates must also meet the qualification requirements listed below:

Specialized Experience:

One year of specialized experience that includes knowledge of automated systems design practices and limitations to articulate systems specifications and requirements to computer programmers and software specialists; evaluating the performance of existing automated accounting systems for compliance with regulatory guidance; developing Structured Query Language (SQL) scripts to extract data from databases and generate reports; analyzing accounting systems or adapting conventional accounting techniques to address various accounting challenges; conducting continuous reviews of computer outputs to ensure the integrity of financial databases; and recommending actions to resolve existing issues, prevent potential problems, and/or implement new or revised internal controls.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service.

Some federal positions allow for education to substitute for required experience; however, for this role, candidates must meet the qualification requirement through experience alone—no substitution of education for experience is permitted.

Time in Grade Requirement:
