The formal education equivalent of a bachelor's degree in psychology, sociology, or a related discipline; plus one year of experience in assessing eligibility for social assistance programs and/or agency resources. Job Overview
The Program Eligibility Specialist operates under general supervision and is tasked with evaluating client eligibility, gathering client information, coordinating services with providers, and preparing recommendations and information. This role is governed by state and federal regulations as well as agency policies, including the Fair Labor Standards Act.

Key Responsibilities
- Reviews service referrals and conducts interviews with applicants and/or their family members to clarify eligibility criteria, requirements for form completion, and available community resources.
- Requests necessary information to assess client eligibility or needs and submits requests for approval to the appropriate personnel in accordance with established protocols.
- Provides guidance regarding available resources, assistance, and services to applicants and may conduct home visits to evaluate client needs and offer family and/or parent behavior modification counseling.
- Schedules initial intake meetings with clients and/or family members post-eligibility determination to collect written and verbal information concerning psychiatric, psychological, medical history, financial status, and other previous professional recommendations.
- Assesses requests and professional evaluations in line with policies and procedures, initiating actions to grant, modify, deny, or terminate eligibility for assistance, while providing recommendations and service options, referring clients to alternative sources, or preparing additional requests for evaluation and assistance.
- Drafts individualized care plans and liaises with both private and public service providers for support.
- Interprets policies and ensures adherence to state and federal laws, regulations, legal mandates, action plans, and agency policies.
- May act as a liaison to other divisions and agencies to formulate policies and procedures for community-based programs.
- Performs additional duties as assigned.
Knowledge, Skills, and Abilities
- Familiarity with federal and state laws, policies, procedures, and guidelines governing client eligibility for assistance programs.
- Understanding of community-based programs and services.
- Capability to interpret and apply policies, procedures, and guidelines in determining eligibility for assistance programs.
- Aptitude to evaluate client information, assess client needs, and make appropriate referrals.
- Proficiency in preparing, presenting, and reviewing oral and written information and reports.
- Skill in interviewing and providing technical assistance.
- Ability to utilize computer software for generating reports and written communications.
