Summary

Under supervision, oversees professional and technical staff in the planning, design, construction, and upkeep of public infrastructure projects.
Key Responsibilities
  • Develops technical documentation and evaluates feedback on engineering assessments, construction designs, and specifications; conducts site investigations to assess engineering challenges and proposes solutions.
  • Examines plans, assessments, reports, and permits for adherence to relevant codes and engineering standards.
  • Reviews design proposals, project specifications, and budget estimates; participates in review meetings to identify and resolve design issues.
  • Facilitates the coordination of project designs with contractors, utility providers, landowners, developers, governmental bodies, and the community.
  • Provides guidance on drainage and floodplain matters, roadway designs, traffic studies, and subdivision planning to County personnel and the public.
  • Advises other Public Works divisions on technical engineering matters.
  • Assesses traffic signals, detection systems, street lighting, school flashers, traffic signage, pavement markings, and traffic safety through collaboration with various stakeholders.
  • Supervises the traffic program and project development across all traffic modes, including neighborhood and arterial traffic operations, collision analysis, and traffic project design delivery.
  • Recommends and oversees contractors/consultants for the installation and maintenance of traffic systems.
  • May be required to respond to urgent situations, such as traffic signal failures or maintenance issues.
  • Assists in preparing the division's budget.
  • Performs related duties as necessary.
Minimum Qualifications
  • Graduation from an accredited institution with a Bachelor's Degree in Civil Engineering or a closely related field, along with four (4) years of relevant engineering experience, including two (2) years in civil engineering; or an equivalent combination of education and experience.
  • Must be a Licensed Professional Engineer in the State of Texas or obtain licensure within the first six months of employment.
  • Must possess a valid Class C Texas driver's license.
  • Extensive knowledge of civil engineering practices and procedures related to traffic, roadway, and bridge design, as well as floodplain management.
  • Ability to manage multiple projects concurrently.
  • Capability to supervise technical and skilled personnel; effective communication skills, both verbal and written; proficiency in operating personal computers and office equipment; ability to establish and maintain productive working relationships with colleagues, County employees, elected officials, external agencies, and the public.
  • Must pass a background investigation and clearance process.
  • Must successfully complete a pre-employment physical and drug screening.
  • Availability to work beyond 40 hours during the workweek may be required.
Working Environment and Physical Demands:
  • Primarily indoor work environment.
  • Occasional field visits to assess floodplains under various environmental conditions.
  • Regularly required to lift items weighing up to 15 pounds and occasionally up to 50 pounds.
  • Frequent communication with others; must be able to convey accurate information.
  • Consistent use of computers and office machinery.
  • Ability to remain stationary for extended periods.
