Description and Essential Functions

Position Overview:

The Land Development Division is responsible for conducting comprehensive technical evaluations of designs, specifications, studies, and reports related to various infrastructure initiatives. These include the construction, modification, and upkeep of roadways, stormwater management systems, pedestrian pathways, cycling routes, traffic intersections, signage, road markings, and traffic control systems. This role encompasses the assessment of both public and private improvement plans, ensuring adherence to municipal regulations and compliance with State Subdivision Map Act standards. Furthermore, this position offers engineering support to community committees and commissions while providing technical assistance to other departments as required.

This role entails overseeing and executing Civil Engineering tasks, including those of significant complexity and accountability. Additionally, the individual will act as a project engineer and team leader, undertaking related responsibilities as assigned.

Supervision and Leadership:

Receives general guidance from a designated supervisor and directly supervises assigned professional, technical, and administrative personnel.

Key Responsibilities: Responsibilities may include, but are not limited to, the following:
  • Act as a project supervisor for major engineering and construction initiatives;
  • Prepare, coordinate, and/or oversee the development of preliminary cost assessments for significant street, traffic signal, and drainage projects; including construction plans, specifications, reports, correspondence, plats, petitions, diagrams, profiles, and cross-sections;
  • Gather necessary data to perform accurate computations and conduct studies to establish grades and drainage;
  • Conduct traffic operations assessments, surveys, and investigations, providing recommendations;
  • Oversee the public works facilities inspection program and calculate progress payments for construction projects;
  • Review environmental documentation for engineering-related issues; develop methodologies for applying formulas to standard design and engineering challenges;
  • Assist in managing various agreements with sewer systems and agencies, including the development and monitoring of sewer fees;
  • Attend local and regional meetings, representing the department and/or city;
  • Evaluate the operations and activities of the assigned unit, including policy development and revisions; prepare reports on operations and activities;
  • Foster positive working relationships with colleagues, other employees, and the public, adhering to principles of excellent customer service;
  • Perform other related duties as assigned.
Minimum Qualifications:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Three years of experience in civil engineering, covering areas such as building construction, design, inspection, surveying, preliminary project planning, and traffic operations.

Training: Equivalent to a bachelor's degree from an accredited institution in civil engineering or a related field.

Required Licenses or Certificates:
  • Possession of a certificate of registration as a Professional Civil Engineer in the State of California.
  • Valid California Class "C" Driver's License at time of appointment.
Knowledge, Skills, and Abilities:

Knowledge of: principles and practices of civil engineering related to the design, construction, and inspection of public improvements; drafting and mapping techniques; surveying methods; and relevant software applications.

Ability to: utilize engineering software; perform calculations and prepare cost estimates; write reports; supervise and train engineering personnel; communicate effectively; and establish positive working relationships with diverse groups.

Physical Demands and Working Conditions:

Work involves sitting, standing, or walking for extended periods; performing inspections in various conditions; and using standard office equipment. Fieldwork may expose the individual to outdoor conditions and construction environments.
