Description and Essential Functions
The role involves overseeing and executing Civil Engineering tasks, which include complex and significant responsibilities. This position acts as a project engineer and team leader, undertaking associated duties as necessary. Applicants should possess extensive experience in civil engineering and infrastructure management, particularly in construction project oversight and administration.

When assigned to Construction Inspection:
Under general supervision, manage and coordinate all phases of construction projects, including capital improvement initiatives, while liaising with various departments, external agencies, and the public. Key responsibilities include: administering construction projects, organizing preconstruction meetings, issuing notices to proceed, conducting weekly progress meetings, reviewing submittals and requests for information, evaluating invoices, negotiating change orders, managing payroll processes, and overseeing compliance reports.
Supervision Received and Exercised
Receives general direction from a designated supervisor and directly supervises assigned professional, technical, and clerical staff.
Essential Functions
When assigned to Construction Inspection, additional responsibilities include: managing contract work for the construction and renovation of municipal buildings, facilities, and parks; prioritizing tasks to ensure timely completion; ensuring compliance with approved plans and specifications; administering Design-Build contracts; coordinating special inspections; maintaining project journals; and overseeing all documentation related to project changes and inquiries.
Minimum Qualifications
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience
Three years of experience in civil engineering involving one or more of the following areas: building construction, design, construction inspection, surveying, preliminary project planning, subdivision map/plan review, traffic operations and planning, or other phases of engineering related to public works in a municipality; and
Training
Equivalent to a bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.
License or Certificate
Possession of a certificate of registration as a professional civil engineer in the State of California. Valid California Class "C" Driver's License at time of appointment.
Knowledge, Skills and Abilities / Physical Demands and Working Conditions
Knowledge, Skills and Abilities
KNOWLEDGE OF: principles, practices and procedures of civil engineering relating to the design, construction and inspection of streets, storm drains, sanitary sewers and related public improvements and appurtenances; drafting, design, and mapping principles and techniques; surveying methods, principles and practices; assessment district practices; community facilities district practices; computer equipment and software applications related to area of assignment.
Physical Demands and Working Conditions
On a continuous basis, sit at desk, stand, or walk for long periods of time; step over exposed footing and climb down into open areas to perform inspections; perform simple grasping and fine manipulations; use telephone, and write or use a keyboard to communicate through written means; and lift or carry weight of 15 pounds or less.
