Description and Essential Functions

This role involves overseeing and executing Civil Engineering tasks, which include projects of significant complexity and accountability. The incumbent will act as a project engineer and team leader, handling various related responsibilities. Applicants should possess extensive experience in civil engineering and infrastructure management, particularly in construction project oversight and administration.

This recruitment will remain open until an adequate number of applications are received.

Relocation Allowance: Newly appointed employees may be eligible for a relocation allowance of up to $5,000 to assist with moving expenses for themselves and their immediate family. Additionally, this position qualifies for the Employee Referral Program, offering eligible employees either 16 hours of leave or a referral bonus of up to $3,000 for successful referrals.

When assigned to Construction Inspection:
Under general supervision, the role includes managing and coordinating all phases of construction projects, including capital improvement initiatives, while liaising with various departments, external agencies, and the public. Key responsibilities encompass administering construction contracts, organizing preconstruction meetings, issuing notices to proceed, conducting regular project meetings, reviewing submittals and invoices, negotiating change orders, managing payroll processes, and overseeing compliance reports.

Supervision Received and Exercised

The position reports to a designated supervisor and will directly supervise assigned professional, technical, and clerical personnel.

Essential Functions
When involved in Construction Inspection, the essential functions include managing contract work for the construction and renovation of municipal buildings, facilities, and parks; prioritizing tasks to ensure timely completion; ensuring compliance with approved plans and specifications; administering Design-Build contracts; coordinating special inspections; maintaining project journals; and collaborating with other city departments.

Other essential functions may include: serving as a project supervisor on major engineering projects; preparing preliminary cost estimates; supervising the inspection of public works facilities; reviewing environmental documents; and developing methods for applying engineering principles to design challenges.

Minimum Qualifications

Experience and training that would likely provide the required knowledge and abilities are qualifying. A typical path to obtain the necessary knowledge and abilities includes:

Experience
Three years of experience in civil engineering in areas such as building construction, design, inspection, surveying, or project planning; and

Training
A bachelor's degree from an accredited institution in civil engineering or a related discipline.

License or Certificate
Possession of a professional civil engineer registration in the State of California and a valid California Class 'C' Driver's License at the time of appointment.
Knowledge, Skills and Abilities / Physical Demands and Working Conditions

KNOWLEDGE OF: principles and practices of civil engineering related to public works; drafting and design techniques; surveying methods; and relevant regulations.
ABILITY TO: utilize engineering software; prepare reports; supervise engineering staff; communicate effectively; and maintain positive working relationships with diverse groups.

Physical Demands and Working Conditions
Work involves sitting, standing, and walking for extended periods; performing inspections in various environments; and using office equipment. The primary work environment is an office setting, with some fieldwork required, exposing the employee to outdoor conditions and construction sites.
