Summary/Objective:

The Financial Manager plays a critical role in delivering exceptional customer support services, strategic budget planning, and insightful data analysis to ensure optimal resource management that contributes to the success of 16 AF and AFCYBER. This position is responsible for ensuring that resources are allocated effectively and efficiently to support various missions and front-line operations.

Primary Responsibilities:

  • Oversee and execute budget management tasks, including civilian pay oversight, travel support, document reviews, and processing accounting adjustments. Develop and maintain accounting structures in relevant systems, create annual execution plans, and manage unfunded requirements.
  • Conduct comprehensive data analysis, including business case evaluations, cost-benefit assessments, and financial impact studies. Generate and interpret accounting and program management reports for strategic oversight.
  • Monitor budget utilization and expenditure rates through ongoing communication with project managers and senior leadership, reviewing documentation and accounting records.
  • Assist in crafting budget estimates, financial plans, and documentation necessary for budget formulation and execution.
  • Research and analyze funding trends, assessing the implications of changes in program plans and financial resources.
  • Prepare detailed reports on fund status, expenses, and obligations, ensuring accurate comparisons of obligations and expenditures. Support execution reviews and long-term budget planning while enhancing existing financial models and tools.
  • Provide support for financial closeout and reconciliation processes.
  • Organize and maintain financial records, ensuring the accuracy of data across various financial systems, and conduct 'what if' analyses.
  • Assist in policy development and implementation through targeted research.
  • Support the deployment of the Defense Agency Initiative (DAI) within 16 AF and its subordinate units to enhance cyber funding execution.

Required Education and/or Experience:

  • U.S. citizenship is mandatory.
  • An active Top Secret/SCI DoD Security Clearance or Top Secret with SCI eligibility is required.
  • A Bachelor's degree in Business, Finance, Public Administration, or a related field is essential.
  • A minimum of 5 years of experience in DoD Financial Management is necessary.
  • Possession of a DoD Financial Management Certificate (DFMC) Level 2 or equivalent certification (e.g., Certified Defense Financial Manager (CDFM)) is required.

Supervisory Responsibilities:

This role does not involve supervising others.

Work Environment:

This position is based in a professional office setting, utilizing standard office equipment.

Physical Demands:

Ability to operate a computer and standard office equipment is required, with a significant portion of time spent in a stationary position.

Travel:

Minimal travel is expected.
