Job Summary
The Finance Operations Supervisor oversees the daily functions of the Finance Division, directing, managing, and coordinating the activities related to the general ledger, financial reporting, accounts payable, budgeting, and the preparation of financial statements, including the Annual Comprehensive Financial Report (ACFR). This role is essential in maintaining a robust accounting framework to accurately reflect the City’s economic activities and provides expert accounting guidance to team members. The position also emphasizes delivering exceptional service to both internal and external stakeholders in a professional and timely manner.
Key Responsibilities
- Manage the assigned services and operations of the Finance Division, including accounts payable, budgeting, and various reconciliations of ledgers.
- Ensure compliance with accounting practices as per GAAP, GASB, and federal regulations.
- Oversee the month-end and year-end closing processes, including monthly reconciliations of financial statements.
- Lead the development and organization of the City's annual budget, forecasting necessary funds for staffing, equipment, and supplies, while monitoring expenditures.
- Prepare the budget to meet the standards required for the Distinguished Budget Presentation Award from GFOA.
- Coordinate the annual audit process for the ACFR, ensuring compliance with GASB, GAAP, and GFOA standards, while assisting external auditors and preparing necessary documentation.
- Ensure timely regulatory filings and reporting for the City.
- Review and authorize all payment requests and fund transfers.
- Analyze financial and operational data to enhance the efficiency of City operations.
- Review and approve monthly financial statements for departmental use.
- Authorize all journal entries in the general ledger.
- Prepare budget reports and review trial balances and ledger activities.
- Ensure adherence to financial reporting requirements from external agencies.
- Provide leadership training and technical guidance to staff while addressing personnel matters.
- Implement and maintain financial software systems to accurately track the City’s financial transactions.
- Assist in interpreting City policies and guidelines for stakeholders.
- Perform additional duties as required.
- Comprehensive knowledge of GASB, GAAP, and GAAS as they pertain to municipal finance.
- Understanding of the preparation and development of the Annual Comprehensive Financial Report (CAFR).
- Expertise in technical accounting, financial reporting, and complex ledger systems.
- Familiarity with federal, state, and local financial policies and regulations.
- Strong planning and procedural development skills.
- Proficient in supervising and delegating tasks effectively.
- Excellent communication skills, both written and verbal, with the ability to collaborate with diverse personnel.
- Bachelor's Degree in Accounting, Finance, or a related field.
- Five (5) years of progressively responsible experience in Governmental Accounting, including three (3) years in a supervisory role. Corporate experience may substitute for Governmental Accounting if it includes preparing comprehensive financial statements.
- A Master of Accountancy or a Master of Business Administration may substitute for one year of professional experience.
TEXAS MUNICIPAL RETIREMENT SYSTEM
All full-time employees participate in TMRS with a mandatory contribution rate of 7% per pay period, matched 2-1 by the City.
