Job Description

Turner & Townsend is seeking an experienced Senior Cost Estimator / Quantity Surveyor to provide estimating, benchmarking & commercial management services on a global technology client's massive data center construction program.

Key Responsibilities:
  • Client and Stakeholder Management: Manage key relationships with the client, stakeholders, and other consultants.
  • Cost Planning and Estimation: Develop cost plans and project capital estimates through the design phase, delivering updated cost plans at appropriate design milestones.
  • Commercial Input: Provide commercial input to design optioneering and input into value engineering exercises.
  • Cost Checking and Valuation: Manage cost checks and carry out valuations on larger projects, completing timely and accurate cost checking and valuation processes.
  • Estimate and Cost Planning: Provide estimate and cost planning to include producing and presenting the final cost plan with the client, general contractor, and project team.
  • Contract Pricing and Negotiation: Review contractor and subcontractor pricing and lead negotiations on behalf of the client to drive fair contract prices.
  • Margin and Fee Forecasting: Keep track of margin levels and monthly fee/resource forecasts on all commissions.
  • Commercial Review: Lead the commercial review of the competitive bid process for major trades.
  • Benchmarking and Data Capture: Ensure accurate data capture through benchmarking integration.
  • Cost Estimate Updates: Communicate or meet with general contractor and owner project manager to gather status information to prepare a cost estimate update.
  • Cost Discussions and Supplier Coordination: Prepare written comments to the general contractor's submissions, including the executive summary, and coordinate all sources of cost information for cost discussions and suppliers direct from NPA, subs, quantities from A/Es.
  • Engineering Priorities: Inform and drive engineering priorities based on cost impact.
  • Scheduling and Issue Resolution: Work proactively with minimal supervision to resolve scheduling issues.
  • Knowledge Management: Ensure that key information and learning generated from each commission is inputted into internal databases and shared.
  • Process Improvement: Identify and act upon ways to improve internal systems and processes.
  • Financial Management: Utilize the tools provided to keep track of the ongoing margin levels and monthly fee/resource forecasts for each commission.
  • Cost Estimate Development: Review and participate with the design services team and general contractor in the development of the cost estimates.
  • Change Reconciliation: Reconcile changes that occur over the planning phase and assist the general contractor to ensure that their data is accurate.
  • Quality Control: Ensure compliance with quality standards and participation in ISO audits.
  • Line Management: Effectively discharge line management responsibilities.
  • Business Development: Identify and act upon business development opportunities with existing and new clients, including cross-selling opportunities.
  • Proposal Development: Lead proposals for new work or variations for existing projects.
