About the Role

We are seeking a highly experienced and skilled Senior Director of Operational Safety to join our team at Metra. As a key member of our Safety and Environmental Compliance Department, you will be responsible for the strategy, management, and execution of safety-related programs and behaviors across the agency, ensuring compliance with all regulatory requirements.

Key Responsibilities
  • Lead the administration and maintenance of the System Safety Plan, incorporating regulatory updates and implementing processes to ensure safety systems, practices, and activities continue to perform in accordance with plan provisions.
  • Direct and manage internal safety assessments, on-site inspections, and in-depth incident investigations, participating in or delegating participation in internal state and federal operational audits of safety rules and work practices.
  • Work collaboratively and consultatively with cross-functional teams, including regulatory compliance, executive leadership, and executive-appointed committees, to create and maintain a culture of safety throughout the agency.
  • Develop, implement, and coordinate deployment strategies, policies, standard operating procedures, and communication protocols for emergency responses, monitoring safety programs and evaluating research findings to identify trends, target actions, and mitigate identified safety risks.
  • Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives, making recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures.
Requirements
  • Bachelor's degree in Engineering, Urban Planning, Public Administration, or a related field, or any combination of education and experience that equals four years in safety management and regulatory oversight.
  • Twelve years of progressively responsible experience in safety management or regulatory oversight, specifically in railroad operations.
  • Five years of supervisory experience, including day-to-day employee management, assigning tasks, providing guidance, and training, monitoring performance, conflict management, budgeting, hiring, disciplinary and/or termination.
  • Considerable knowledge of Title 49 of the U.S. DOT Code of Federal Regulations (49CFR Transportation) and its various parts relating to safety requirements.
  • Considerable knowledge of the U.S. Department of Labor's (DOL's) Occupational Safety and Health Administration (OSHA) standards and the Occupational Safety and Health Act (OSH Act) regulations.
  • Considerable knowledge of auditing and project management methodologies, techniques, and practices.
  • Proficient in Microsoft 365 (Word, Excel, PowerPoint) with emphasis on database applications for recording and tracking compliance-related projects.
  • Excellent written and verbal communication and interpersonal skills to build relationships and consensus and deliver presentations and briefings to executive groups, senior management, staff, and policy groups in a clear and concise manner.
  • Strong leadership and managerial skills.
  • Effective organizational, analytical, and quantitative skills.
  • Excellent planning and critical thinking skills to translate business strategy into department initiatives.
  • Ability to provide leadership to assigned teams and promote a culture of compliance and safety.
  • Ability to compile and interpret complex data and analyze situations.
  • Ability to identify problems, implement solutions, and evaluate outcomes.
  • Ability to accomplish department objectives, manage staff, plan and evaluate department activities and objectives.
  • Ability to multi-task, accomplish programmatic goals, communicate job expectations, plan, monitor, and appraise job results, and use various metrics to drive strategic decisions.
  • Transit Safety and Security Program (TSSP) Certification.
  • Certified Safety Professional (CSP).
  • Project Management Professional (PMP).
  • Must possess a current valid driver's license.
  • Must be able to operate a vehicle.
  • Travel within and outside of Metra's 6-county region.
  • Must be available on-call 24-hours/day, 7 days/week, 365 days/year, including weekends and holidays.
Preferred Qualifications
  • Master's degree.
