Job Title: Police Lieutenant

City and County of San Francisco is seeking a highly skilled and experienced Police Lieutenant to join our team at City College of San Francisco. As a Police Lieutenant, you will be responsible for managing the total operation of the Community College District law enforcement program.

Key Responsibilities:
  • Supervise subordinate sworn and non-sworn staff
  • Perform supervisory duties, general law enforcement and patrol duties in uniform
  • Manage the protection of life and property and enforcement of all pertinent laws within the jurisdiction of the San Francisco Community College District Police Department
  • Act as an overall assistant to the Chief of Police and may act as temporary head of the Police Department in the Chief's absence
  • Work closely with members of the campus administration, the faculty, the students, or representatives of local public safety agencies in the implementation of policies, procedures or agreements pertaining to program operations
  • Plan, assign, direct, and coordinate the activities and schedules of personnel assigned to the law enforcement program of the Community College District
  • Direct the enforcement of city, county, and state laws and ordinances, including applicable provisions of the Penal Code, Vehicle Code and Welfare and Institutions Code, and the implementation of institutional security rules, regulations, policies and procedures
  • Select, supervise, and evaluate security personnel, directly and through subordinates; investigate complaints concerning institutional security activities and initiate appropriate disciplinary action
  • Review reports and records concerning security activities; determine final arrest charges; analyze statistical data to determine patterns and characteristics of crimes and develop and implement remedial action
  • Prepare the annual departmental budget for personnel, equipment, and supplies
  • May appear in court to provide testimony regarding arrests and citations
  • Prepare the Clery Annual Security Report, coordinate the Campus Security Authority program, and review, update, and develop District policies and procedures to be compliant with Clery Act requirements
  • Manage the parking enforcement program, including citation fine collections, parking permit machines, online employee parking permits submissions, online student parking permits sales, and temporary parking permits
  • Coordinate the Departments Field Training Program, Dispatch Communications Training Program, and Parking Enforcement Training program
  • Assume administrative investigations responsibilities and other relevant disciplinary issues as assigned by the Chief of Police
  • Coordinate the California Law Enforcement Telecommunications Systems (CLETS) and Criminal Justice Information Center (CJIC) information systems and Computer-Aided Dispatch (CAD) software, DOJ Use of Force reports, Racial Identity and Profiling reporting, and oversee departmental compliance with property and evidence statutes set forth in the CA Evidence Code
  • Coordinate Peace Officer Standards and Training Audits
  • Manage the departments vehicle fleet, Lexipol, and Body Worn Camera programs
  • Manage the departments key ring system
  • Provide leadership to the Dispatch Center
  • Lead and participate in hiring process for public safety positions
  • Attend Participatory Governance Committee meetings
  • Review special events requests
  • Act as Incident Commander during critical emergency situations on District property
  • Manage Sonitrol alarm system
  • Perform related duties and responsibilities as assigned
Requirements:
  • Bachelors degree from an accredited college in police science, criminology, public administration, or related field
  • Two (2) years of experience of progressive law enforcement leadership management experience, as a Lead in a Public Safety position; AND Four (4) years of experience as a police officer, member of a military police unit or other work involving the safeguarding of life and property
  • Possession of a valid California driver License
  • Possession of a P.O.S.T. Supervisory Certificate
Desirable Qualifications:
  • Knowledge of law enforcement and campus security principles, practices and techniques including patrol procedures, investigations, and the collection and preservation of evidence
  • Knowledge of laws, rules and regulations pertaining to the functions of the District Police Department including laws of search & seizure, arrest, legal rights of citizens, and court procedures
  • Experience with Record-keeping, evidence retention, and report-writing methods
  • Ability to supervise, and evaluate personnel (ensure EE compliance of district policies and procedures), and investigate complaints concerning institutional security activities and initiates appropriate discipline action
  • Ability to enforce laws, rules and regulations and conduct investigations
  • Possession of a current first aid and CPR certificate
  • Ability to analyze situations accurately and take appropriate action
  • Ability to establish and maintain effective and cooperative working relationships with others
  • Effective experience planning, organizing, coordinating, and supervising assigned work
  • Ability to work effectively with others to achieve common goals
  • Demonstrated effective oral and written communication skills
  • Good proficiency operating a computer and assigned office equipment
  • High proficiency with MS Office applications, including Excel, Word, and Outlook
  • Human relation skills to resolve confrontation, affect behavior of others, facilitate small group processes, supervise the work of others and review performance, and convey a positive image of the organization

Benefits:

1. Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full-year (260 days/year) work schedules are granted, as paid days off, the days between Christmas Day and New Years Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Years Day shall be granted three (3) paid days off to be scheduled by mutual agreement between the employee and supervisor. Eligible school- term-only (STO) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.

2. New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).

3. Institutional Police positions in the San Francisco Community College District are eligible for membership in the California Public Employees Retirement Systems (CalPERS). These positions DO NOT participate in the San Francisco Employees Retirement System (SFERS).
