Position Title: Land Management Services Coordinator
The Cow Creek Band of The Umpqua Tribe of Indians is seeking qualified candidates for the position of Land Management Services Coordinator. This is a full-time role based at our tribal headquarters, and remote work is not an option. The individual in this position will be essential in supporting the Tribe's land management and real estate initiatives.
The successful candidate will be a proactive and organized professional, dedicated to facilitating the management of tribal lands, ensuring adherence to relevant regulations, and nurturing positive relationships with neighboring landowners and community stakeholders.
Key Responsibilities:
- Assist in the daily management of O&C Reciprocal Right-of-Way Agreements and existing rights as outlined in the Western Oregon Tribal Fairness Act (WOTFA).
- Oversee any Reciprocal Right-of-Way Agreements where the Tribe serves as Permittee.
- Collaborate with the Tribe's Forestry Department to address access requirements, including participation in Forestry Staff meetings and providing estimates for haul routes and fees.
- Maintain and manage the road inventory, including historical records and filing systems.
- Support the Bureau of Indian Affairs (BIA) Tribal Transportation Program through inventory management, improvement planning, and long-term funding project strategies.
- Input and manage data within the Roads Inventory Field Management System (RIFDS) to support the BIA TTP Program.
- Assist in developing and managing a comprehensive road inventory database and GIS layers, including road status records, specifications, condition assessments, and easement tracking.
- Facilitate daily access needs for all business operations, including verifying legal rights and managing permissions.
- Support the Trust Accounting Asset Management System (TAAMS) related to Timber Sale Contracts.
- Assist in the execution of Fee-To-Trust transfers and ensure communication updates across the organization.
- Conduct due diligence for land acquisitions and maintain organized digital property files to support all departments.
- Help create and manage a land inventory database and GIS layers, including land use designations, survey lines, and easements.
- Provide support for various Lands & Resource projects as necessary.
Qualifications:
- A Bachelor's degree or equivalent experience in a related field.
- Proven experience managing detailed records using GIS and MS Access.
- Proficiency in Microsoft Office Suite, including Word, Outlook, Access, and Excel.
- Exceptional interpersonal, organizational, and communication skills, along with integrity and respect for confidentiality.
- Ability to interpret legal land descriptions accurately.
- Maintain strict confidentiality regarding sensitive data and records.
- Capable of performing detailed tasks with a high level of accuracy amidst multiple concurrent responsibilities.
- Exhibit tact, discretion, and courtesy when interacting with Tribal members and the public.
- Able to comprehend and adhere to complex written policies and compliance guidelines.
