Position Overview: This role is situated within the Under Secretary of Defense for Research and Engineering (USD (R&E)), Executive Director, Developmental Test, Evaluation, and Assessment (DTE&A) organization, where you will serve as a Subject Matter Expert (SME) and leader in Cyber developmental test and evaluation (DT&E).

Key Responsibilities:

  • Conduct research on emerging technologies and methodologies for early lifecycle cybersecurity testing, providing strategic recommendations for future investments aligned with DTE&A's objectives.
  • Identify deficiencies in cyber Test and Evaluation (T&E) practices and policies, proposing solutions to enhance guidance through pilots, case studies, and established best practices.
  • Develop tailored DoD cyber T&E guidance that aligns with current development methodologies such as DevSecOps, Model-Based Systems Engineering (MBSE), digital engineering, and artificial intelligence.
  • Act as a technical integrator, reviewing and assessing relevant policy and guidance under development, providing written recommendations for updates and improvements.
  • Lead stakeholder engagement in workshops and working groups to promote collaboration and gather feedback on new methodologies and best practices for cyber T&E guidance.
  • Oversee a team of early-career systems security engineers and cybersecurity analysts within the cyber policy team.

Basic Qualifications:

  • Bachelor's Degree in Electrical Engineering, Computer Science, Systems Engineering, Systems Security Engineering, or a related field, with 10 years of relevant experience; or 8 years with a Master's degree; or a PhD with 5 years of experience; or an equivalent combination of education and experience.
  • In-depth knowledge of cybersecurity test and evaluation policies and guidance.
  • Familiarity with the DoD acquisition lifecycle process.
  • Experience with the DoD cyber T&E and assessment processes.
  • Proven experience in implementing cyber test and evaluation practices within the DoD or industry.
  • Understanding of development methodologies such as DevSecOps and Agile, as well as portfolio management across DoD acquisition, requirements, and budget systems.
  • Strong communication and writing skills for effectively presenting policy, guidance, technical papers, and publications.
  • Active DoD Secret clearance with the capability to obtain and maintain a Top Secret clearance.
  • This position requires a minimum of 50% hybrid on-site presence.

Preferred Qualifications:

  • Technical expertise in weapon system acquisition, development, and Test & Evaluation.
  • Comprehensive background in cybersecurity, including cyber testing, cyberspace defense, offensive cyber operations, cyber-physical systems, and cyber intelligence.
  • Experience with test analysis methods during engineering and developmental test phases.
  • Experience in developing and reviewing cybersecurity test plans and techniques for warfare and information systems for Major Defense Acquisition Programs.

Clearance Requirements:

  • This position requires a minimum of a Secret clearance.
  • The hired candidate must obtain a Top Secret clearance within one year of hire.

Salary Range: $168,500 - $210,500 - $252,500 Annual
