Position Overview:


The Virginia Department of Transportation (VDOT) is pleased to present an exciting opportunity for a Federal Programs Management Coordinator within our Central Office's Federal Programs Management Division. This role is situated in Richmond, Virginia.


Key Responsibilities:

This position is responsible for overseeing activities that ensure optimal utilization of federal funding. Key tasks include:

  • Database Management: Maintain and update the Statewide Transportation Improvement Program (STIP) database and prepare requests for Transportation Improvement Program (TIP) amendments.
  • Strategic Planning: Review potential projects for inclusion in the Annual Strategy. Develop, maintain, and communicate a strategy to plan obligations that maximize federal spending authority. Monitor maintenance groupings and prioritize reviews of new or changing projects that may affect the obligation plan.
  • Legislative Correspondence: Address inquiries related to federal funding and STIP matters. Conduct research and respond to questions from the Federal Highway Administration (FHWA) and department personnel regarding the programming of federal funds and project eligibility for federal reimbursement.
  • Amendment Preparation: Prepare STIP and TIP amendment requests, ensuring data accuracy through iSYP and PCES databases, and program appropriate federal funding sources. Maintain and update STIP and Groupings databases and assist in the development of annual reports.
  • Data Analysis: Review project data to assess the impact on STIP and TIP and Federal Strategy. Collaborate with districts and FHWA for STIP and TIP amendment approvals.

Minimum Qualifications:

  • Effective oral and written communication skills.
  • Experience with statewide and federal planning practices and regulations as they pertain to STIP.
  • Proficiency in computer software systems, including Excel and Access databases.
  • Ability to manage multiple tasks efficiently.
  • Knowledge of state and federal highway financing, programs, procedures, rules, and regulations.
  • Strong analytical skills for data interpretation and research.

Additional Considerations:

  • Education or experience in Business Administration, Project Management, Accounting, Fiscal Management, or a related field.
  • Demonstrated ability to analyze and interpret financial data in compliance with applicable laws and regulations.
  • Experience in project tracking and management, particularly with complex, multi-funded projects.
  • Ability to thrive in a deadline-oriented environment while managing and prioritizing tasks.
  • Proficient in Microsoft Office products and other relevant software applications.
  • Strong communication skills, capable of working independently and collaboratively.
  • Experience in developing training materials and delivering training to diverse audiences.
  • Familiarity with VDOT programs, policies, and project scheduling activities.
