General Overview

The Senior Clinical Laboratory Specialist conducts sophisticated laboratory operations under the guidance of the laboratory director and/or manager. This role involves the reception and examination of laboratory specimens, ensuring timely reporting of results in compliance with established protocols. The specialist will oversee high complexity testing and maintain daily supervision of laboratory personnel engaged in testing and result reporting. Additionally, this position supports the resolution of technical challenges as per the laboratory's established guidelines. The specialist will also be an active member of the Public Health Response Team (PHRT), responding to bio-terrorism incidents, significant disease outbreaks, and other public health emergencies statewide.

Key Responsibilities

1. Act as a mentor to fellow medical technologists and laboratory staff.
2. Supervise instrument validation, quality assurance, proficiency evaluations, and equipment management.
3. Provide training and guidance to staff on proper methodologies and procedures, while managing employee performance improvement plans and maintaining competency records.
4. Participate in grant funding assessments to ensure annual budget compliance.
5. Lead the annual review of laboratory policies, including updates, modifications, and the introduction of new policies.
6. Ensure that technical procedures align with laboratory standards for proficiency.
7. Analyze laboratory operations, review patient reports, manage invoices, and propose enhancements to improve laboratory outcomes.
8. Serve as an administrator for the laboratory information system, overseeing test build, validation, troubleshooting, and compliance with change control processes.
9. Assist the laboratory director and/or manager during laboratory certifications and inspections by maintaining credentialing checklists and equipment inspection logs, and actively participating in quality assurance meetings.
10. Execute all other laboratory-related duties as assigned.

Qualifications

1. Bachelor’s degree in laboratory sciences, microbiology, or a related field from an accredited institution.
2. Minimum of three years of experience in medical technology or clinical laboratory science, or a related field pertinent to the specific program or department.

Certifications:
1. Completion of an accredited Medical Laboratory Technologist program.
2. Certification as a Medical Laboratory Scientist or Medical Technologist (ASCP or AMT).
3. Certification in the National Electronic Disease Surveillance System (NEDSS) is advantageous.

Skills and Knowledge

1. Familiarity with local, state, and federal regulations relevant to the program area; knowledge of public health laboratory management techniques; understanding of laboratory operations; proficiency in statistical analysis; and experience in public health program planning and execution.
2. Ability to collect, organize, correlate, and analyze laboratory-related data; to devise effective solutions to challenges; to prepare comprehensive laboratory reports; to develop and assess policies and procedures; and to communicate effectively.
3. Strong verbal and written communication skills, with a preference for bilingual candidates (Spanish and English) who can communicate fluently in both languages.
