Position Overview:

The role of a Program Management Specialist is essential within the HQDA Field Operating Agencies and Staff Support Agencies. This position involves providing analytical support and guidance within the G-4/8 division.

Key Responsibilities:
  • Act as a Program Management Specialist and consultant within the G-4/8 division.
  • Execute a variety of management functions focusing on personnel and operational controls.
  • Deliver comprehensive analyses and actionable recommendations for enhancements.
  • Conduct management evaluations, respond to inquiries from higher authorities, and prepare analytical reports.
  • Advise senior management on the Risk Management Internal Control (RMIC) framework.
  • Develop strategic plans and operational protocols for the division.
  • Serve as a Contract Officer Representative and Government Purchase Card Approving Official.
  • Oversee Support Agreements for the division.

Qualifications and Employment Conditions:

Applicants must meet specific eligibility criteria as outlined in the employment authority categories. Documentation confirming eligibility will be required.

Experience encompasses both paid and volunteer work, including service in National Service programs and other relevant organizations.

Specialized Experience:

A minimum of one year of specialized experience is required, which includes:

  • Conducting data evaluations to propose enhancements for personnel programs.
  • Assisting leadership with the implementation and monitoring of the RMIC program.
  • Supporting leadership in drafting statements of work and ensuring contract accuracy.
  • Performing organizational assessments to evaluate the effectiveness of various management tools.

This specialized experience aligns with duties typically performed at the GS-11 level.

Additional Information:

Applicants who have held a General Schedule (GS) position within the last year must have a minimum of 52 weeks of Federal service at the GS-11 level or equivalent.

Education cannot substitute for the required experience for this position.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

Proof of U.S. Citizenship is mandatory. A one-year trial/probationary period may be required. Direct deposit of pay is a requirement.
