Position Overview:

The Legal Division is dedicated to delivering exceptional legal representation to the Corporation Commission as it fulfills its statutory responsibilities. The scope of work encompasses Commission dockets, federal regulatory matters, litigation, and various administrative and special initiatives.

Key Responsibilities:

This role within the Corporation Commission's Legal Division presents a distinctive and rewarding opportunity in state government law. Recognized as a pivotal entity within Arizona's governance, the Commission wields a unique blend of legislative, executive, and judicial authority. As a legal professional, you will advocate for the Utilities Division in overseeing public utilities throughout Arizona, affecting the lives of countless residents. Your duties will include:

  • Evaluating utility applications concerning service and rate matters.
  • Conducting thorough research and drafting legal documents.
  • Engaging with external legal representatives.
  • Assessing and interpreting financial, engineering, and accounting aspects related to public utilities.
  • Presenting evidence in administrative hearings, including direct and cross-examination of witnesses.
  • Representing the Commission in litigation and preparing appeals.
  • Advising agency personnel and elected Commissioners on utility ratemaking policies and legal implications of Commission decisions.

Our attorneys take ownership of their cases from start to finish, collaborating with colleagues on larger matters. You are expected to actively engage in your cases and apply a broad range of legal expertise.

Required Qualifications:

  • Juris Doctor degree and active membership in the Arizona State Bar.
  • In-depth understanding of Arizona and federal constitutional provisions, statutes, case law, and regulations related to utility oversight.
  • Experience in civil litigation or similar legal proceedings.
  • Commitment to public service.
  • Familiarity with litigation rules, administrative law, and public meeting regulations.
  • Strong legal research and writing capabilities.
  • Exceptional oral advocacy skills suitable for various forums.
  • Awareness of political dynamics in interactions with elected officials and stakeholders.
  • Experience with federal and/or state regulatory frameworks.
  • Ability to foster positive relationships within the Division and across different organizational levels.
  • Analytical skills.
  • Experience in utilities and energy sectors is advantageous.
